تأثير التحولات الدولية الجديدة على إدارة النزاعات

Abstract

شهد العالم مجموعة من التحولات أثرت على عملية إدارة النزاعات، حيث تعددت أطرافها ولم تعد مقتصرة على الدول الكبرى، ولذلك تهدف هذه الدراسة إلى البحث عن دور التحولات الجديدة في حل النزاعات والوقاية منها، إضافة إلى إبراز دور الفواعل الجديدة في العلاقات الدولية كالمنظمات غير الحكومية وغيرها في إدارة النزاعات. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها أن التحولات الدولية الجديدة أدت إلى ظهور اتجاه نحو مأسسة ادارة النزاعات الدولية، ووجود محاولة لتغليب رؤية أحادية في إدارة النزاعات، تهدف الى خدمة المصالح الأمريكية، خاصة في ظل ضعف الفواعل الأخرى، ووجود مجوعة من العراقيل المتعلقة بمبدأ السيادة، ومشروعية التدخل لحل النزاعات، إضافة إلى مشكل التمويل. Abstract: The world has witnessed a series of changes after the end of the cold war affected the process of conflict management, where numerous parties and no longer confined to the major states, and therefore the aim of this study to search for the role of the new changes in the resolution and prevention of conflicts, as well as to highlight the role of new actors in international relations, such as non-governmental organizations. The study has reached a set of results, the most important of the new international transformations have led to the emergence of a trend toward the institutionalization of the management of international conflicts . key words: Tranformations, conflict management, new actors, preventive diplomacy.
