الداودي التلمساني المالكي وكتابه " الأموال" مساهمة في التنظير للمالية العامة وإصلاحها

Abstract

جهود كبيرة وغاية في الدقة بذلها الفقهاء المسلمون منذ بداية عصر التدوين في التنظير للمالية العامة للدولة الإسلامية، وإيجاد الحلول العلمية الفنية الواقعية لمشاكلها المالية، الداودي من هؤلاء، حمل بتأليفه كتاب الأموال راية هذا الإصلاح والتقويم، وأكمل مسيرة علماء وفقهاء منظرين في هذا العلم آخذا بعين الاعتبار مستجدات عصره ومشاكله المالية، وخصوصية المغرب العربي الإسلامي في المسائل المالية والاقتصادية. هذا المقال يعرّفنا بالداودي، وحقيقة ومكانة كتابه الأموال. Abstract Since the beginning of the - Writing Era- not only have muslim scholars done their best in the contribution for a public treasury but they have also tried to find the realistic scientific and technical solutions of its financial difficulties. Amongst those scholars, we see that Daoudi and especially in his book –Al-Amoual- led the trend of reform and evaluation. He concluded the efforts of scientists and scholars taking into account the rise of new financial problems in his time.More over he considered the specifity of muslim Arab Maghreb in economic and financial problems.
