دور آليات التمويل الحديثة للمؤسسات الصغيرة والمتوسطة في تحقيق التنمية الاقتصادية في الجزائر

Abstract

الملخص: تهدف هذه الدراسة إلى ابراز دور آليات التمويل الحديثة للمؤسسات الصغيرة والمتوسطة في تحقيق التنمية الاقتصادية في الجزائر، وذلك من خلال تحليل واقع هذه المؤسسات في الجزائر وأهم الآليات المستحدثة لتخطي اشكالية التمويل، والاعتماد على منهجية النمذجة باستخدام البرنامج الاحصائي 13 E-VIEWS من خلال النموذج ARDL، لدراسة العلاقة بين حصيلة المؤسسات الممولة عن طريق كل من الوكالة الوطنية لدعم الاستثمار الوكالة الوطنية لدعم وتنمية المقاولاتية الوكالة الوطنية لتسيير القرض المصغر الصندوق الوطني للتأمين عن البطالة، ومؤشرات التنمية الاقتصادية الناتج المحلي الاجمالي، التوظيف الصادرات خلال الفترة ما بين 2009-2023 حيث تم التوصل إلى مجموعة من النتائج أهمها، أنه هناك علاقة طردية ذات تأثير بين كل من حصيلة المؤسسات الممولة عن طريق آليات التمويل الحديثة ومؤشرات التنمية الاقتصادية، هذا ما يعكس دور ومساهمة هذه الأخيرة في التنمية الاقتصادية، وعلى ضوء هذه النتائج تمت صياغة بعض التوصيات للتحسين من أداء هذه الآليات، والرفع من مردودية المؤسسات الصغيرة والمتوسطة في الجزائر وتحقيق الاهداف التنموية المرجوة منها Résumé : انجليزية This study aims to highlight the role of modern financing mechanisms for small and medium enterprises in achieving economic development in Algeria by analyzing the reality of these institutions and the most important mechanisms to overcome the financing problem. The study relies on the modeling methodology using the statistical program E-VIEWS 13 through the ARDL model to examine the relationship between the outcomes of institutions financed by each of the following: the National Agency for Investment Support, the National Agency for Entrepreneurship Support and Development, the National Agency for Microcredit Management, and the National Unemployment Insurance Fund. The analysis focuses on economic development indicators (gross domestic product, employment, and exports) during the period 2009-2023. The study reaches several key findings, the most important of which is that there is a direct relationship and impact between the outcomes of institutions financed through modern financing mechanisms and economic development indicators. This reflects the role and contribution of these mechanisms to economic development. Based on these results, recommendations are made to improve the performance of these mechanisms and enhance the contribution of small and medium enterprises in Algeria to achieve the desired development goals
