آليات دعم المصدرين في إطار سياسة توسيع المبادلات التجارية

Abstract

يهدف هذا البحث إلى تحديد مختلف الآليات المقدمة من طرف وكالة ألجكس – الجزائر لغرض دعم المصدرين، والتي من شأنها: تحفيز الصادرات؛ تطوير مهارات المصدرين؛ تيسير الوصول إلى الأسواق العالمية؛ تحسين البنية التحتية للشحن والنقل؛ التعاون الدولي؛ الترويج للمنتجات. بغية تحقيق الهدف من هذا البحث، إعتمدنا على المنهج الوصفي في الجوانب النظرية لوصف هيكلة ومهام وكالة ألجكس – الجزائر ومختلف التسهيلات التي تقدمها لدعم المصدرين، كما إعتمدنا على المنهج التحليلي في الجانب التطبيقي لتحليل تطور تركيبة الصادرات حسب فوج المنتجات خلال الفترة 2019-2023. خلصنا من خلال هذا البحث أن تسهيلات دعم المصدرين التي تمنحها وكالة ألجكس – الجزائر تشمل: إمتيازات الصندوق الخاص لترقية الصادرات؛ التسهيلات البنكية؛ التسهيلات الجمركية؛ التسهيلات الجبائية؛ تسهيلات أخرى تتضمن حرية التصدير وتسهيلات على مستوى الموانئ وشهادة الصحة النباتية والمراقبة الصحية والكود بار This researchaims to identify the variousMechanismsprovided by the ALGEX Agency - Algeria to support exporters, whichinclude: stimulating exports; developingexporters' skills; facilitatingaccess to global markets; improving shipping and transport infrastructure; international cooperation; and promotingproducts. To achieve the objectives of this research, we relied on a descriptive methodology in the theoretical aspects to describe the structure and tasks of the Agency of ALGEX - Algeria and the various facilities it offers to support exporters. We also used an analytical approach in the practical aspect to analyze the evolution of the export composition by product group during the period from 2019 to 2023. We concluded from this research that the support facilities for exporters provided by the ALGEX Agency - Algeria include: advantages from the special fund for promoting exports; banking facilities; customs facilities; tax facilities; and other facilities that include freedom of export, as well as facilitation at ports, phytosanitary certificates, health inspections, and GS1 EAN barcodes.
