التحليل الابستمولوجي للأمن من خلال نظريات العلاقات الدولية

Abstract

إن مفهوم الأمن منذ القديم وهو الغاية المرجوة للفرد حيث كان الفرد في المجتمعات القديمة هو المسؤول عن حماية نفسه بنفسه ومسؤول عن توفير غذائه وملبسه ومشربه ومسكنه، ولكن هذه الوظيفة مع مرور الوقت وتطور الإنسان أصبحت تقوم بها مجموعة من المؤسسات أنشأها هو لخدمته وللقيام بهذا الدور الأمني بنيابة عنه فكانت هي الدولة المدة الأخيرة التي أصبحت مسؤولة للقيام بهذه الوظيفة أمام المجتمع الدولي. وقد تغيرت خلال التسعينات، ومع انتهاء الحرب الباردة وانتشار أوضاع غير آمنة داخل البلدان مفاهيم الأمن. لذا يعتبر بروز العديد من المقاربات النظرية في الحقل الأكاديمي للعلاقات الدولية ،والتي جعلت من الأمن موضوعا لها أهم السمات البارزة في فترة ما بعد الحرب الباردة حيث برزت الحاجة لأطر نظرية جديدة في ظل ديناميكية العلاقات الدولية من جهة و محدودية القدرة التحليلية للنماذج و النظريات التقليدية، الأمر الذي سمح بتبلور بدائل نظرية جديدة تحقق حول بعض منها قدر من الاتفاق نظرا للتلاؤم بين افتراضاتها و التحولات الجديدة من جهة و كذلك ملاءمة ما تقترحه من أساليب منهاجية لدراسات أبعاد هذه التحولات. The concept of security since ancient times has been the desired goal for the individual, as the individual in ancient societies was responsible for protecting himself and responsible for providing his food, clothing, drink, and housing. However, with the passage of time and the development of man, this function became carried out by a group of institutions that he created to serve him and to carry out this security role. On his behalf, it was the state for the last period that became responsible for carrying out this function before the international community. Concepts of security changed during the nineties, with the end of the Cold War and the spread of unsafe conditions within countries. Therefore, the emergence of many theoretical approaches in the academic field of international relations, which made security a topic, is considered the most prominent feature of the post-Cold War period, when the need for new theoretical frameworks emerged. In light of the dynamism of international relations on the one hand and the limited analytical ability of traditional models and theories, which allowed the crystallization of new theoretical alternatives that achieved a degree of agreement around some of them due to the compatibility between their assumptions and the new transformations on the one hand, as well as the suitability of the methodological methods they propose for studying the dimensions of these transformations.
