Abstract

Every university community is supposed to be a society that includes the elite, the elite of society, and that its pioneers have scientific honesty and values, because they are a group of bright minds, and the basis for them is recognition of the efforts of the other, but due to the spread of corruption as a phenomenon that crosses borders and affects various sectors in the state, it was not spared either. The university milieu, and what led to the emergence of what is called scientific plagiarism, despite the establishment of the Professional Ethics Council under Law No. 99_05 of April 04, 1999, related to proposing measures regarding the rules of university etiquette and ethics, as well as respect for them, but the spread of scientific theft in its various forms, especially recently and in a terrible way It resulted in the issuance of Ministerial Resolution No. 933 of July 28, 2016, and it was canceled by Resolution No. 1082 of December 27, 2020, which defines the rules related to the prevention and combating of scientific theft, and in an attempt to address this type of phenomenon, and it included 33 articles, including general provisions, in addition to an attempt Adjusting the concept of scientific plagiarism, establishing the Committee on Ethics and Ethics for the institution, and stipulating a set of preventive and sensitization measures, as well as follow-up procedures when it comes to the existence of a case of scientific theft, whether it was committed by a professor or a student.
