فعالية دور البلدية في دعم التنمية المحلية دراسة مقارنة (تونس و الجزائر )

Abstract

على الرغم من المكانة الهامة و الصلاحيات المتنوعة للبلدية إلا أنها لازالت تعاني من عديد العوائق التي تحول دون أداءها لدور فعال في مجال التنمية المحلية و من ثمة التنمية الشاملة للدولة . إن الوضعية التي تعاني منها البلدية في كل من تونس و الجزائر تحتاج إلى إصلاحات عميقة في جوانب متعددة منها ما يتعلق بتوسيع صلاحياتها ، مواردها المالية ، النظام الرقابي على قراراتها، و غيرها من الجوانب الأخرى التي قد تعزز دور البلدية في مجال التنمية المحلية . Abstract the importance and the various powers of the municipality, it still suffers from several obstacles to perform an effective their role in the field of local development and from there the overall development of all the State. The position of the municipalities in Tunisia and Algeria needs deep multiple aspectsofreforms specially the expansion of the terms of reference, financial resources, and the regulatory regime to its resolutions, and other aspects which might enhance the role of the municipalities in the area of local development.
