الاستثمار الأجنبي المباشر ورهان تفعيل النهوض بالقطاع السياحي في الجزائر

Abstract

تمثل السياحة رهان أساسي بين الدول ذات الطابع السياحي، باعتبارها عامل أساسي ومصدر كافي لزيادة الدخل الفردي الحقيقي والقومي، والى تنمية حضارية شاملة لكافة المقومات الطبيعية والإنسانية والمادية في البلاد، اذ يعد لبنة أساسية لإنشاء ومضاعفة الثروة، والجزائر بدورها معنية بهذا الرهان لاحتوائها على مقومات سياحية تؤهلها لان تكون قطبا سياحيا بامتياز، يكون مناخا ملائما لاستقطاب رؤوس الأموال وجذب الاستثمارات والسواح ، خاصة في ظل الظروف التي تشهدها بعد دول المجاورة وأزمة النفط التي يشهدها العالم ، لذا سعت هذه الورقة البحثية لتعريف بالمساعي الحثيثة للجزائر في سبيل تطوير قطاع السياحة واستقطاب رؤوس الاموال من تكريس سياسة محفزة و مطورة للاستثمار من خلال سن منظومة قانونية متعلقة بنظام الاستثمار بصفة عامة والاستثمار السياحي بصفة خاصة، وكذا الوقوف عدم فعّالية هذا القطاع رغم الإمكانيات والمجهودات الا انه مزال يواجه العديد من الصعوبات منها ضعف المنتوجات و الخدمات السياحية ،و بعض العراقيل الادارية والاقتصادية .Tourism is a basic bet to touristique countries. it is considered as a key factor and an adequate source of real per capita income. and. It is a comprehensive civilizational development of all natural. human and material components in the country. It is a basic to creat and multiplicate of wealth. Algeria is also interested about this bet because it contains tourist elements Which will enable it to be a tourist attraction. it has a suitable environment to attract capitals and investments and tourists. especially in bad circumstances experienced by neighboring countries and the oil crisis in the world. so this paper try to identify the efforts of Algeria. In development of the tourism sector and attracting capital through the incentive policy to invest the legal system witch related to the investment system in general and tourism investment in particular. as well as stand at the ineffectiveness of this sector despite the possibilities and efforts. but. It still facing many difficulties. as lack of products and services Tourism. and administrative and economic obstacles.
