Abstract

قضايا تحسين الخدمات العامة تعتبر من بين أهم القضايا في المستوى العلمي والأكاديمي في الوقت الحاضر، حيث ترتبط بحياة الأفراد والمجتمعات. تعتبر الخدمات الصحية من بين أهم الخدمات التي تسعى الحكومات لتعزيزها وتحسينها بسبب تأثيرها على الحياة البشرية. وتشمل هذه الخدمات المنظمات الإنسانية والمنظمات المجتمعية والقطاع الخاص. يُعتبر القطاع الخاص من أهم العوامل في تحسين وتقديم الخدمات العامة، بما في ذلك توفير الخدمات الصحية بطريقة صحية. تهدف هذه الدراسة إلى تناول كيفية إسهام القطاع الخاص في الرعاية الصحية في تعزيز وتطوير الخدمات الصحية في الجزائر.

تناولت الدراسة فصلين، حيث تناول الفصل الأول الإطار العام للقطاع الصحي الخاص والخدمة الصحية في الجزائر من خلال تسليط الضوء على أهم ملامح القطاع الصحي الخاص وكل الهياكل والوظائف والخصائص ذات الصلة. تمت مناقشة الخدمة الصحية في الجزائر. أما الفصل الثاني، فقد قدم صورة واضحة لواقع القطاع الصحي في ولاية الوادي ودراسة عيادة ابن حيان كحالة دراسية ودورها في تحسين الخدمة الصحية في ولاية الوادي.

خلصت الدراسة إلى أن آليات تحسين الخدمة الصحية قد شهدت تطورًا ملحوظًا، بما في ذلك فتح المجال للاستثمار في القطاع الخاص، الذي يلعب دورًا فاعلا في تحسين وتطوير الخدمة الصحية من خلال برامجه وخططه التنفيذية التي ت"The issues of improving public service are among the most important issues at the scientific and academic level today, as they relate to the life of individuals and communities. The second chapter, a clear picture of the reality of the health sector in the Wilaya of El oued and the study of Ibn Hayyan clinic as a case study and its role in improving the health service in the Wilaya of El Oued. The study concluded that the mechanisms of improving the health service have seen a remarkable development, including opening the way for investment in the private sector, which plays an active role in improving and developing the health service through its programs and plans of action aimed primarily at upgrading and developement these services.
