منظومة الحماية الاجتماعية في الجزائر.. بين نجاح الكيف وإخفاق الكم

Abstract

شهدت منظومة الحماية الاجتماعية في الجزائر سلسة من الإصلاحات كان من أهمها إصلاحاتها سنة 2000 والتي كان من أبرز محاورها تحسين نوعية الخدمات المقدمة للمنتسبين إليها، إلا أنها في مقابل ذلك أغفلت الجانب الكمي لأداءات هذه المنظومة، ويبدو هذا جليا في نسب التعويض بمختلف التأمينات الاجتماعية التي تغطيها كالتأمين على المرض، التأمين على الأمومة، المنح العائلية..، فهي لازالت تسير تبعا لما نصت عليها قوانينها منذ سنة 1983، وهذا رغم ما طرأ على الأفراد والمجتمعات من تغيرات وتطورات مست العديد من جوانب الحياة في المجتمع الجزائري. وعليه نتساءل في هذه الورقة البحثية حول واقع الحماية الاجتماعية في الجزائر؟ وهل أن نسب التعويض المعتمدة بهذه المنظومة متناسبة مع ما يدفعه المواطن لاقتناء مستلزماته المعوض عنها من قبلها؟ وهل هي كافية لسد حاجيات المواطن خصوصا مع ما يعرفه المجتمع الجزائري من تطورات؟. Abstract: Social protection in Algeria witnessed a series of reformations. The main important one happened in 2000, its main point is improving services of affiliates , even though it didn't care about the quantitative side of this system, this is clear in the percentages of compensation in its different assurances, such as: assurance of illnesses, assurance of maternity and the family ones. It is still following the laws that were proposed in 1983. Although all the changes faced people and societies and the developments touches the Algerian society in its different fields. In this research paper, we are asking about the actuality of the social protection in Algeria? Are these percentages of compensation serve citizens and their needs compensated? And are they sufficient for citizens and their daily necessities especially with the continuous progression that affect the Algerian society?
