Abstract

عرف الحكم الاستعماري في الجزائر تطبيق العديد من التجارب الإدارية، فمن الإدارة العسكرية إلى المدنية، ومن حكم المكاتب العربية إلى نظام البلديات، غير أنّ الغاية من هذه السياسة في الواقع لم تتغير حيث ارتكزت على إخضاع المستعمرة لسلطة المحتل الفرنسي بما في ذلك الشعب الجزائري، والاستغلال الأكبر لموارده البشرية والمادية، لذا كان نظام البلديات بمختلف أصنافها: من بلديات كاملة الصلاحيات، بلديات مختلطة وبلديات أهلية؛ هو ذروة التطور في السياسة الإدارية الفرنسية الاستعمارية في الجزائر خلال القرن 19. The colonial rule in Algeria knew the application of many administrative experiences, from the military administration to the civil, and from the rule of Arab offices to the municipal system, but the purpose of this policy in reality did not change as it was based on subjecting the colony to the authority of the French occupier, including the Algerian people, and the greater exploitation of its resources human and material, so the system of municipalities was of all kinds: from municipalities with full powers, mixed municipalities and civil municipalities; It is the height of development in the French colonial administrative policy in Algeria during the 19th century.
