حرية التعبير عن الرأي من منظور الإعلام في المجتمع المسلم والمجتمعات الغربية ( دراسة مقارنة )

Abstract

التعبير عن الرأي في الإصطلاح الغربي وعند من جرى عليه من المفكرين الحتميين أوسع مما ذكر علماء اللغة أو الشريعة، فهو عندهم كل ما يصدر عن الإنسان من قول سواء باللسان أو بالإشارة أو بالكتابة ويسمونها حرية الرأي، وحرية إبداء الرأي، وحرية التعبير، وحرية القول، وحرية الضمير، وبعضهم يدخلها تحت حرية الفكر، ويقصد بحرية الفكر، أي إبداءه وإشهاره، فحين نتناول حرية الرأي في الاستعمال المعاصر لا يصح أن تستدعي معنى الرأي عند المتقدمين، ونحصر الرأي في ما قالوا مما يوجب النظر والتفكير وهو محل اختلاف واجتهاد. The concept of freedom of expression in Western terminology and among scholars of determinism is broader than that of linguists or Sharia scholars. It is everything that a person days, signals or writes.They refer to it as freedom of expression, freedom of opinion, freedom of speech, freedom of conscience, and some include it under freedom of thought. Freedom of thought means expressing and publicizing it. When we address freedom of expression in its contemporary use, it is not accurate to refer to the previous meanings and limit it to what they have stated which necessitates consideration and thinking and is subject to differing and jurisprudence.
