تمويل عجز الموازنة بين الاقتصاد الوضعي والإسلامي

Abstract

"ساهمت الموازنة العامة بشكل كبير على مساعدة الدول للنهوض باقتصادها وتحقيق أهدافها المنشودة، إلا أن مشكلة العجز فيها يهدد الاستقرار المالي للدول ولهذا تزايدة الأبحاث والدراسات للبحث على أدوات تمويلية لسد هذا العجز. وسنحاول من خلال هذه الدراسة مناقشة موضوع تمويل عجز الموازنة بين الاقتصاد الوضعي والإسلامي، من خلال تسليط الضوء على ماهية الموازنة العامة في الاقتصاد الوضعي والإسلامي وتمويل عجز الموازنة، وكان التركيز في هذه الدراسة على طرق تمويل العجز وأهم الأدوات التي اعتمد عليها كل اقتصاد التمويل هذا العجز ، وكان من أهم النتائج التي تم التوصل إليها أنه يوجد قابلية الزيادة طرق تمويل عجز الموازنة في الاقتصاد الإسلامي عكس الاقتصاد الوضعي الذي تعتبر مصادره محدودة. However, the problem of their deficit threatens their financial stability. Therefore, research and studies have increased in the search for financing tools to cover this deficit. Through this study, we will try to discuss the question of financing the deficit of balancing between the positive and Islamic economy by highlighting what the general budget is in both the positive and Islamic economies and by financing the deficit of the budget , we have also focused on the ways to finance the deficit and the most important tools that each economy has built on to finance the deficit, and one of the most important findings is that there is potentiality to increase other financing methods to finance the budget deficit in the Islamic economy as opposed to the positive economy, whose sources are limited.
