Quant à la ville de Fès qui dispose de 40 agences de voyages au cours de l’année 2018, elle contribue à la commercialisation du produit touristique selon les capacités professionnelles et matérielles des agences en question. Ce qui résulte de cette étude en général, c’est que les agences de voyages sont incapables actuellement de drainer des touristes et de réserver un accueil favorable aux clients éventuels qui cherchent à découvrir les atouts touristiques culturels de la capitale spirituelle du royaume. Cela, effectivement, va à l’encontre de l’attractivité, de la compétitivité de la destination touristique de Fès par rapport aux autres destinations à travers le territoire national.Item La Dynamique De La Transition Entre Régimes De Change Dans Les Pays émergents(جامعة الوادي - University of Eloued, 2020-12-31) Almishal, YasserÀ la suite des crises de change dans les pays émergents, la thèse que tous les régimes autres que le flottement libre et la fixité rigide sont instables s’est répandue. Selon cette théorie du milieu instable, vu la vulnérabilité des régimes intermédiaires (ancrage souple), ces régimes devraient disparaître au profit des deux pôles extrêmes du flottement libre et du rattachement institutionnel. La crise argentine (2002) a ravivé le débat sur le régime de change approprié aux pays émergents. Cette crise a montré les effets vicieux du rattachement rigide. Le flottement semble alors être la solution unique pour les pays émergents. En basant sur les analyses de la volatilité du taux de change, nous suivrons la tendance récente de choix de régime du change dans les pays émergents et vérifier empiriquement cette tendance.Item Développement Local Dans La Ville De Sidi Bel Abbes - Une étude De L'impact Des Petites Et Moyennes Entreprises(جامعة الوادي - University of Eloued, 2020-12-31) Brahmi, Naceraas we know that small and medium enterprises are an effective tool in achieving local development, in view of the employment opportunities they give and which cut the severity of both unemployment and poverty together; and small and medium enterprises have been able during the past two decades to show their effectiveness in promoting economic activity, This is what prompted the Algerian state to increase interest in it. Through this research paper we wanted to highlight the developmental role of small and medium enterprises in Algeria, and the study also included a practical model through a case study of the city of Sidi Bel Abbes, where it was highlighted to highlight the reality of small and financial institutions The status and extent of its activation of the state's development movement.Item المزايا و التحفيزات الجبائية و دورها في جذب الاستثمار السياحي - ولاية الوادي كنموذج -(جامعة الوادي - University of Eloued, 2020-12-31) زهواني, عبد الرزاق; عبادي, محمدتناولت هذه الدراسة موضوع المزايا والتحفيزات الجبائية التي جاءت بها قوانين الاستثمار في الجزائر بشكل عام والاستثمار السياحي بشكل خاص ودوره في دعم الاقتصاد الوطني والمساهمة في التنويع الاقتصادي المنشود،وقد ركزت الدراسة على تنمية القطاع السياحي بولاية الوادي،وذلك عن طريق جذب المزيد من الاستثمارات السياحية بالمنطقة . وخلصت الدراسة بأن ولاية الوادي شهدت تزايدا وتطورا مشهودا في عدد المشاريع السياحية وخاصة في السنوات الأخيرة،فاقت إل 40 مشروعا وبقدرة إستيعاب تقدرب 4500 سرير و 1698 منصب شغل دائم، نتيجة تلك المزايا والتحفيزات المقدمة من طرف الدولة This study deals with the benefits and tax incentives provided by the laws of investment in Algeria in general and tourism investment in particular, and its role in supporting the national economy and contribute to the desired economic diversification. The study focused on the development of the tourism sector in the l’wadi prefecture, by attracting more tourism investments in the region. This paper discusses and examines the reality of the implementation of Basel III decisions in the Algerian banking system in light of the liquidity problem; therefore, the main problem was formulated as follows: What is the reality of the implementation of Basel III decisions by the Algerian commercial banks in light of the surplus of structural liquidity? The main objective is to try to examine the extent to which Algerian banks have applied and adapted to Basel III decisions . As it was concluded that the commercial banks, especially the public ones, were able to raise their capital easily and adopt financial raising ratios that exceed the rates specified in Basel 3, as well as the enjoyment of the Algerian banks considerable financial solvencyItem سياسات تخفيف تداعيات جائحة كورونا على الاقتصاد المصرى والتكيف معها(جامعة الوادي - University of Eloued, 2020-12-31) أحمد حنفي, شيماءشهد العالم أزمة صحية ناتجة عن جائحة فيروس كورونا المستجد فى أواخر عام 2019, واعتمدت دول العالم على استراتيجية الاغلاق التام أو الجزئى للأنشطة القتصادية والتباعد الاجتماعى. وتحولت هذه الأزمة فى غضون أسابيع قليلة إلى جائحة اقتصادية. كذلك اعتمدت الحكومة المصرية على الاغلاق الجزئى لبعض الأنشطة الاقتصادية. فى ضوء هذا تبحث الدراسة فى تداعيات جائحة كورونا على الاقتصاد المصرى والسياسات الهادفة إلى تخفيف هذه التداعيات والتكيف معها بقدر الإمكان. وتتمثل أهم هذه السياسات على المدى القصير فى دعم الأسر ذوى الدخل المحدود والقطاعات المتضررة من التداعيات السلبية، أما على المدى المتوسط تتضمن هذه السياسات تطوير القطاع الصحى، الاستثمار فى البنية الأساسية لقطاع الاتصالات وتكنولوجيا المعلومات، والاستثمار فى قطاعات الاقتصاد الأخضر لتحقيق التنمية المستدامة. The world witnessed a health crisis resulting from the emerging coronavirus pandemic in late 2019. The countries of the world adopted the strategy of complete or partial closure of economic activities and social distancing.Within few weeks this crisis turned into an economic pandemic. The Egyptian government also relied on the partial closure of some economic activities. In light of this, the study examines the implications of the coronavirus pandemic on the Egyptian economy and the policies aimed at mitigating these repercussions and adapting to them as much as possible. In the short term, the most important of these policies are to support lowincome families and sectors affected by the negative repercussions. In the medium term, these policies include developing the health sector, investing in the infrastructure of the communications and information technology sector, and investing in the green economy sectors to achieve sustainable development.Item أثر الضرائب كآلية من آليات السياسة المالية على ترقية الموارد المالية للجماعات المحلية؟ دراسة حالة ولاية البيض خلال الفترة 2016-2018(جامعة الوادي - University of Eloued, 2020-12-31) وسعي, رابح; رملي, محمدتهدف هذه الدراسة إلى التعرف على أثر الضرائب كآلية السياسة المالية المتبعة من قبل الدولة على موارد الجماعات المحلية و خاصة الولاية .ولتحقيق هذا الهدف قمنا بالاعتماد على المنهج الوصفي التحليلي ،و القيام بقراءة تحليلية وصفية لعوائد المالية من الضرائب و الرسوم من البلدية إلى الولاية حسب كل نوع و حسب كل وعاء خلال الفترة 2016-2018. توصلت الدراسة إلى أن للضرائب أثر بالغ ما إن تمكنت السلطات المعنية من تحصيلها على مسزانية البلدية ، كما توصلت أيضا الى وضوح العجز للقطاع الصناعي على مستوى بلديات ولاية البيض بحيث نسبة التحصيل جد محتشمة .وهذا راجع للطابع الزراعي السائد في الولاية . This study aims to identify the impact of taxes as the mechanism of fiscal policy adopted by the state on the resources of local communities, especially the state. To achieve this goal, we have relied on a descriptive analytical approach, and a descriptive analysis of the financial returns from taxes and fees from the municipality to the state according to each Type and according to each pot during the period 2016-2018. The study found that taxes have a significant impact once the concerned authorities are able to collect them on the municipality’s budget, and it has also found the deficit of the industrial sector at the level of the municipalities of El Bayadh, so that the collection rate is very modest, and this is due to the agricultural character prevailing in the state.Item الثقافة كمفتاح لنجاح الحوكمة الالكترونية(جامعة الوادي - University of Eloued, 2020-12-31) باسي, إلهامأمام الغزو التكنولوجي و اشتداد المنافسة و الانفتاح العالمي، أدخلت عدة مفاهيم و مصطلحات كالتجارة الالكترونية، الإدارة الالكترونية و الحوكمة الالكترونية.وكان لابد على المؤسسات تبني التقنيات الحديثة لمواجهة تحديات العولمة وضمان استمراريتها لاعتبار أن بقاءها في بيئة الأعمال هدف استراتيجي. ونظرا لما توفره و تقدمه الحوكمة الالكترونية لأفراد المجتمع من جودة في الخدمات وجب تطبيقها في مختلف القطاعات و من قبل مختلف المجتمعات و الدول.إلا أن غياب الوعي و الثقافة المتعلقة بذلك،سيكون عائقا حقيقيا لقيام الحوكمة الالكترونية و تحقيقها لأهدافها.و في هذا الإطار تأتي هذه الدراسة لتسليط الضوء على أهمية الثقافة التي تعتمد على مبادئ و قيم المجتمع في إنجاح الحوكمة الالكترونية التي ترمي إلى تفعيل الحكم الراشد. توصلت الدراسة إلى أن نجاح تطبيق الحوكمة الالكترونية يستحيل في غياب ثقافة مشجعة و محفزة لهذا التوجه. several concepts and terms were introduced in the technological invasion and the intensification of competition such as e-commerce, electronic management and e-governance., institutions had to adopt modern technologies to face this challenges and ensure their continuity. Given the quality of services provided by egovernance to community members, it must be applied in various sectors and by different societies and countries, but the lack of awareness and culture related to this will be a real obstacle to the establishment of egovernance and the achievement of its objectives. This study aims to shed light on the importance of the culture in the success of electronic governance that aims to activate good governance. The study concluded that the success of implementing e-governance is impossible in the absence of an encouraging and stimulating culture for this approach.Item أثر عمليات الصيرفة الإلكترونية في ضمان جودة الخدمات المصرفية دراسة استطلاعية لآراء مسيري وكالات بنكية في أم البواقي(جامعة الوادي - University of Eloued, 2020-12-31) خالدي, فراح; مهاوة, أمالThe study aims to clarify the role of electronic banking in improving the quality of banking services, and analyzing the reality of using information and communication technology in bankas well as clarifying the types of electronic banking services provided and available, and their importance in ensuring distinguished banking services. We use a questionnaire tool and distribute it to a sample of banking agencies in Umm Al-Bouaghi, and analyze the results using the statistical program SPSS. The study find that the Algerian banking system has benefited from electronic banking operations, but yet electronic banking services are still slow and the means of payment are not diversified, and have not risen to the level reached in developed countries. And that there is awareness among bank employees of the importance of introducing electronic banking transactions because of their impact on performance, and their transformation into electronic banks that adopt the application of e-commerce.Item دور التقليد الجزئي بمنتجات المؤسسات الصغيرة والمتوسطة الصناعية الحديثة النشأة في توقف نشاط مؤسسات أخرى -دراسة تحليلية إقتصادية لحالة الجزائر: 2003-2018-(جامعة الوادي - University of Eloued, 2020-12-31) أمقران, منيرهدفت هذه الدراسة إلى تحليل وتفسير أثر التقليد الجزئي بمنتجات المؤسسات الصغيرة والمتوسطة الصناعية الجديدة على توقف نشاط بعض المؤسسات الصناعية الأخرى بالجزائر، من خلال عاملي الزمن من جهة، والنمو في عدد الاستثمارات المقلدة في المجال الصناعي من جهة أخرى خلال الفترة 2003-2018. بحيث تم الاعتماد على المنهج التحليلي والوصفي. ولقد أثبتت نتائج الدراسة بأن إرتفاع مستويات التوقف عن النشاط نهائيا في المؤسسات الصغيرة والمتوسطة الصناعية يرجع لضعف مستوى الابتكار وارتفاع عمليات التقليد الجزئية في المنتجات بالمؤسسات الصناعية الجديدة النشأة، وهو الأمر الذي أدى إلى إغراق السوق المحلية بمنتوجات مقلدة أدت إلى زوال بعض المؤسسات بفعل عامل المنافسة الضيقة. زيادة حجم الابتكارات في الاستثمارات الجديدة بالمؤسسات الصغيرة والمتوسطة الصناعية يأدي إلى تقليص مستويات التقليد بالجزائر، وهو ما ينعكس بالإيجاب على زيادة حجم تنافسية هذا القطاع. This study aimed at analyzing and explaining the effect of the partial tradition of new small and medium industrial enterprises on the stopping of the activity of some other industrial institutions in Algeria, through the time factors on the one hand, and the growth in the number of counterfeit investments in the industrial field on the other hand during the period: 2003-2018, So that the analytical and descriptive approach was relied on. The results of the study have proven that the high levels of cessation of activity permanently in small and medium industrial enterprises due to the weak level of innovation and the rise of partial imitations in products in new emerging industrial enterprises, which led to flooding the local market with counterfeit products that led to the disappearance of some institutions due to the narrow competition factor. The increase in the size of innovations in new investments in small and medium industrial enterprises leads to a reduction in the levels of imitation in Algeria, which is reflected positively on the increase in the size of the competitiveness of this sector.Item الإستهلاك المستدام في إطار تحقيق التنمية المستدامة في الجزائر(جامعة الوادي - University of Eloued, 2020-12-31) منصوري, منى; يونس بوعصيدة, رضاThis study aims to identify the reality of sustainable consumption (SC) in Algeria, as one of the most important challenges of SDwhich is a necessity for countries today; by focusing on (NPA-SCPP2016-2030). As this concept has been considered as a pillar of SD policies since 1992, and it’s also included in Goal 12 of (SDG’s)set in 2015 Depending on the descriptive analytical approach;it was concluded that Algeria pays attention to this issue and exerts efforts to achieve it, despite the challenges that hinder its path and limit its results.algeria remains obligated to meet the basic needs of a growing poulation and to work towards their wellbeing. Thus, continuing to consume goods/services while protecting the environment and not depleting its resources, in order to preserve the rights of future generations.Item متطلبات تطوير صناعة التأمين التكافلي لدعم الصناعة المالية الإسلامية دراسة حالة تجربة المملكة العربية السعودية(جامعة الوادي - University of Eloued, 2020-12-31) بوزورين, فيروز; جيرار, فيروزتعتبر صناعة التأمين التكافلي أحد الركائز الأساسية في الصناعة المالية الإسلامية، إذ تعد بديلا شرعيا للتأمين التجاري التقليدي، نظرا لما توفره شركات التأمين التكافلي من تغطيات تأمينية للأفراد والمؤسسات، بما يتوافق مع أحكام الشريعة الإسلامية. وقد تبنت العديد من الدول نظام التأمين التكافلي، إما كلية أو بالموازاة مع التأمين التجاري، ورغم الانتشار الذي حظيت به صناعة التأمين التكافلي، إلا أنها لا زالت تواجه بعض الصعوبات والتحديات، الأمر الذي يتطلب بذل ومضاعفة الجهود لتنميتها وتطويرها، من خلال الاستفادة من التجارب التي عرفت انتشارا وازدهارا لهذه الصناعة كالمملكة العربية السعودية. The Takaful insurance industry may be one of the cornerstones of the Islamic financial industry. It is a legitimate alternative to traditional commercial insurance, as takaful insurance companies provide insurance coverage for individuals and institutions in accordance with Islamic Sharia. Many countries may have adopted the Takaful insurance system, either in college or in parallel with commercial insurance. Despite the spread of the Takaful insurance industry, it still faces some difficulties and challenges. Therefore, it requires the exertion and redoubling of efforts to be developed and promoted.
