Analytical Review On Resources, Funding, And Decisions (2009-2017) The Role Of The Adaptation Fund In The International Climate Change Adaptation Finance

The aim of this paper is to provide background information to facilitate the analytical review of the Adaptation Fund resources and funding, in line with the objective scope under adaptation to climate change as a financial mechanism promoting the international climate finance within the united nations framework convention on climate change (UNFCC).as well as giving a critical review of the adaptation fund decisions. This paper also examines the AF’s governance framework and the AF’s policies and guidelines placed to ensure the integrity of its Board and thereby decisions. The sources of information for this paper are through the trustee periodical reports of the adaptation fund, as well as the adaptation fund board decisions. Furthermore, this paper recapitulates and analyzes the outcomes financial reports of the World Bank as fund Trustee. Furthermore, the focus on the analytical review in this paper is for the period from 2008 When the legal framework of the Fund was established by its key documents adopted at the 2008 climate summit in Poznań, Poland, considering 2009 as an inception year, to the latest Adaptation Fund Trust Fund Financial Report, as of December 31, 2017.
Currency Crises And Economic Growth Of Emerging Countries: An Analysis For Turkish Economy In 1970-2017

The main purpose of this research paper is to identify the effect of currency crises on economic growth in the emerging Turkish economy. The objective of present study is to empirically examine the short-run and the long run relation between currency crisis and economic growth condition in turkey over the period from 1970 -2017, by employing the autoregressive distributive lag (ARDL) modelling technique based on Pesaran et al. (2001). The selected period is important, because it represents the crucial time for Turkish economy, this explains his affected by too many economic phenomena. This research work is one of the very few studies that have investigated Influence the currency crisis on long run economic growth in turkey country situation using ARDL model. Moreover, it contributes to the existing literature in the area.

The research aimed to shed light on the effects of technological development that we witness today in various fields on the performance of human resources in the institution and on the human resources management policy by refining them with the skills and abilities necessary to cope with the challenges of this revolution. In raising the level of performance of human resources through the attention to specialized training in the areas of information technology for all employees by scheduling the training programs for the techniques according to the need in each section، and work to follow up the changes and development .
أثر مؤشر الحوكمة على الأداء المالي ( دراسة حالة الدولة الليبية ) خلال الفترة (2010-2013)

تهدف هذه الدراسة الى التعرف على أثر مؤشر الحوكمة على الأداء المالي في ليبيا ، حيث استخدم الباحث أسلوب دراسة الحالة لجمع معلومات الدراسة ، ومن ثم اعتماد المنهج الكمي التحليلي في البحث للوصول الى هدف الدراسة ، وتوصلت الدراسة الى أن هناك علاقة واثر ذو دلالة معنوية بين مؤشر الحوكمة الرشيدة وبين الأداء المالي للدولة الليبية ، وأوصت بضرورة اهتمام الدولة الليبية بمؤشرات الحكم الرشيد ومعدلات أدائها المالي ، بحيث تعمل على رفع مستوى هذه المؤشرات ، لينعكس الأداء الكلي على مؤسساتها وإداراتها . This study aims at identifying the impact of the governance index on financial performance in Libya. The researcher used the method of case study to collect the study data and then the quantitative analytical method in the research to reach the objective of the study. The study concluded that there is a significant relationship between Good governance and the financial performance of the Libyan state, and recommended that the Libyan state should pay attention to indicators of good governance and its financial performance, so as to improve the level of these indicators, to reflect the overall performance of their institutions and department .
إرساء قواعد الحوكمة البيئية والانعكاسات الاقتصادية للطاقات المتجددة في الجزائر - قراءة تحليلية-

تستمد هذه الدراسة أهميتها من التصاعد الحاد للمشاكل البيئية و زيادة معدلات النمو و تأثيره المباشر على الحالة الطبيعية للفرد و المجتمع إلى جانب تعدد الأسباب الحقيقية وراء تفاقم الظاهرة و ارتباطها بالنظام البيئي، و مع غياب الحسم في إيجاد تسوية لها في ظل عدم التوافق على صيغ لمعالجة مثل هذه القضايا و عدم التطبيق الصارم للاتفاقيات و المعاهدات الدولية و ما جاءت به الحوكمة البيئية و ما تقدمه الطاقة المتجددة من حلول بديلة ، ما أدى بدوره إلى شرخ في إيجاد سبل للمحافظة على البيئة و تجنب الآثار الاقتصادية غير المرغوبة للتنمية، لتبقى قضية التنمية البيئية المستدامة و الطاقة المتجددة حالة دراسية تقع ضمن الاهتمامات الأكاديمية فقط. This study derives its importance from the sharp escalation of environmental problems and the increase in growth rates and its direct impact on the natural state of the individual and the society, in addition to the multiplicity of the real reasons behind the aggravation of the phenomenon and its association with the ecosystem. Such as these issues, the strict non-application of international conventions and treaties, environmental governance and alternative solutions offered by renewable energy, which in turn led to cracks in ways of preserving the environment and avoiding undesirable economic impacts of development. Sustainable and renewable energy is a case study within the academic interest only.
استهلاك الطاقة في القطاع الصناعي وسياسات تحسين كفاءة استخدامها في الدول العربية خلال الفترة 2010-2016

تتناول هذه الدراسة حالة استهلاك الطاقة في القطاع الصناعي وسياسات تحسين كفاءة استخدامها في الدول العربية. حيث تهدف هذه الدراسة إلى تحديد أنماط وحجم استهلاك الطاقة في القطاع الصناعي العربي، ومن ثم الكشف عن أنواع سياسات كفاءة الطاقة التي تتبناها الدول العربية في ذلك القطاع الحيوي. وقد تم الاعتماد في هذه الدراسة على المنهجين الوصفي والتحليلي وكذا الاستكشافي للإجابة عن أسئلة الدراسة وتحقيق أهدافها. ولقد توصلت الدراسة إلى أن القطاع الصناعي في الدول العربية يعاني من وجود أنماط غير مستدامة في إنتاج واستهلاك الطاقة، حيث أن له النصيب الأكبر من الاستهلاك مقارنة بالقطاعات الأخرى، وهذا نتيجة اعتماده الكبير على المنتجات النفطية في عمليات التصنيع وهو ما بينته المؤشرات المستخدمة، كما يتميز بكثافة استهلاكه للطاقة خاصة في الصناعات التحويلية، وهو ما جعل العديد من الدول العربية تضع سياسات وبرامج واضحة لتحسين كفاءة الطاقة، مما يساعد الصناعات على تطبيق تدابير خفض كفاءة الطاقة لخفض التكاليف وتحقيق وفورات ملموسة في استهلاك الطاقة. This study deals with the state of energy consumption in the industrial sector and energy efficiency policies in the Arabic countries. So, this study aims to identify patterns and size of energy consumption in the Arabic industrial sector, and then disclose types of energy efficiency policies adopted by Arabic States in that vital sector. This study has been relying on descriptive and analytical approaches in order to answer the questions of the exploratory study and achieve their goals. The study attain that industrial sector in Arabic countries suffering from unsustainable patterns of production and consumption of energy, where it has the largest share of consumption as compared to other sectors, which is a result of its dependency on oil products in manufacturing processes as it is demonstrated by the indicators Used, it is characterized by energy consumption intensity in manufacturing industries, which make many Arabic countries develop clear policies and programmes to improve energy efficiency, helping industries to implement measures to reduce energy efficiency in order to reduce costs and achieve savings in energy consumption.
اشكالية تنويع الاقتصاد الجزائري وإرساء النمو المستدام بين برامج الانعاش والرؤية الجديدة للنمو في آفاق 2030

تسعى هذه الورقة البحثية في المقام الأول: إلى تقييم وتحليل دور برامج الإنعاش الاقتصادي خلال الفترة (2001- 2014) في تحقيق إقلاع وتنويع الاقتصاد الجزائري . ومن أجل تحقيق هذا الهدف، سيتم عرض أهداف برامج دعم الإنعاش الاقتصادي، ومضمونها، ناهيك عن محاولة تقييم دور هذه البرامج في رفع معدلات النمو الاقتصادي. بعد ذلك، وفي المقام الثاني: يتم التطرق إلى النموذج الجديد للنمو الذي يجسد رؤية آفاق 2030، والتي تتمحور حول تنويع الاقتصاد الجزائري وإرساء النمو المستدام. وقد توصلت الدراسة إلى:  عدم قدرة برامج الانعاش الاقتصادي على تحقيق الاستدامة المطلوبة في نمو الاستثمارات وتحسين إنتاجيتها ورفع التوظيف في الاقتصاد، ومحدودية كبيرة في تنويع الاقتصاد الجزائري خارج المحروقات؛ وهذا ما أدى إلى:  تبني النموذج الجديد للنمو، والذي يمثل رؤية الجزائر في آفاق 2030 حول ضرورة التنويع الاقتصادي وارساء النمو المستدام. This paper seeks primarily to evaluate and analyze the role of economic recovery programs during the period (2001-2014) in achieving the takeoff and diversification of the Algerian economy. To achieve this goal, the objectives and content of economic recovery support programs will be presented, not to mention an attempt to assess the role of these programs in raising economic growth rates. Second, the new model of growth that embodies the Vision 2030, which focuses on diversification of the Algerian economy and sustainable growth, is addressed. The study concluded:  The inability of economic recovery programs to achieve the required sustainability in the growth of investments and improve productivity and raise employment in the economy, and a significant reduction in the diversification of the Algerian economy outside hydrocarbons, which led to:  Adopting the new model of growth, which represents Algeria's vision in the 2030 horizons on the need for economic diversification and sustainable growth.
اعتماد المؤسسات الجزائرية لنظم الإدارة البيئية(الإيزو14001) الواقع والآفاق

تسعى المؤسسات الجزائرية إلى تعزيزا لأداء البيئي إلى جانب الأداء الاقتصادي من أجل الصمود أمام تحديات المنافسة، ولكن هذا لا يتأتى إلا باتباع مواصفات نظم الإدارة البيئية المتنوعة وبالأخصالايزو14001، وهذا من شأنه أن يعطي منتجا متطابقا بيئيا يراعي حاجات المستهلكين المتنامية ويحافظ في الوقت ذاته على البيئة في ظل التوجه نحو استدامة كل من الاستراتيجية البيئية والميزة التنافسية، ولكن تبيّن أن إنجازات الجزائر بهذا الخصوص مازالت محتشمة رغم البرامج المسطرة من طرف الهيئات الوصية لدعم المؤسسات ومرافقتها، فهي ماتزال بعيدة عن الاستدامة فيما يتعلق بالأداء البيئي والاستراتيجيات التنافسية وحتى التنافسية بحد ذاتها. Algerian institutions seeking to enhance the environmental performance as well as economic performance in order to withstand the challenges of competition, but this can be achieved only by following specifications systems varied environmental management, particularly ISO 14001, this would give a product identical environmentally take into account consumers' growing needs and maintains at the same time on the environment in light of the trend towards the sustainability of both the strategic and competitive advantage, but it turns out that the achievements of Algeria in this regard is still decent despite the ruler programs by the commandment bodies to support these institutions and the accompaniment, they are still far from sustainability with regard to environmental performance and competitive strategies and even competitive in itself.
التمويل الإسلامي في نمو مؤسسات القطاع الخاص في ماليزيا (1999-2016)

الفقر في المنطقة العربية وآليات مكافحته بين سياسات النمو الاقتصادي وسياسات توزيع الدخل دراسة تقويمية لجهود بعض الدول العربية

تعرض هذه الورقة البحثية بيان مضامين السياسات العامة الحكومية لمكافحة الفقر في المنطقة العربية بالرجوع إلى الأطر النظرية لتفسير أسباب استشراء ظاهرة الفقر. وقد تراوحت السياسات الحكومية العربية منذ الاستقلال بين سياستين كبريين، وتتعلق الأولى بالاعتماد على سياسات النمو الاقتصادي كوسيلة لخفض الفقر، في حين تعتمد الثانية على كفاءة وعدالة سياسات توزيع الدخول. كما تركز الدراسة أيضا على محاولة تقويم الجهود الحكومية لمكافحة الفقر في المنطقة العربية وفقا للمفاهيم الحديثة في التنمية، اعتبارا من الإمكانات المادية والبشرية الهائلة التي تزخر بها المنطقة، وطبيعة البنى السياسية والاقتصادية والاجتماعية والثقافية للوطن العربي. This research paper shows a content representation of the government policies to fight poverty in the Arab region, according to the theoretical frameworks which explain the reasons of poverty. Since independence, the policies of Arab governments have ranged from two major policies. The first policy concerns about the economic growth policies as a method to poverty reduction, while the second depends on the efficiency and fairness of income distribution policies. The study also try to evaluate the Arab government's efforts to fight poverty according to modern concepts in development, Considering the huge material and human resources in the region, and the nature of the political, economic, social and cultural structures of Arab countries.
تحليل أثر تحفيز الموارد البشرية على إنتاجية المؤسسات الاقتصادية دراسة حالة مؤسسة اتصالات الجزائر للهاتف النقال-موبيليس-

هدفت هذه الدراسة إلى التعرف على علاقة تحفيز الموارد البشرية بالإنتاجية في قطاع الاتصالات للهاتف النقال موبيليس فرع بشار ،وقد تحدد مجتمع الدراسة من موظفي المؤسسة وتم اختيار عينة منهم بلغ حجمها (26) موظف، ولإتمام هذه الدراسة أعدت استبانه مكونة من ثلاثة أقسام: خصص الجزء الأول منها للمعلومات الشخصية، والجزء الثاني منها يتعلق بالتحفيز يتكون من (14) أسئلة، والجزء الثالث يتعلق بالإنتاجية يتكون من (07) أسئلة، وقد تم اختبار هذه العلاقة باستخدام البرنامج الإحصائي spss19، أشارت نتائج الدراسة أن علاقة تحفيز الموارد البشرية بالإنتاجية عند موظفي موبيليس متوسط نوعا ما، كما توجد فروق ذات دلالة إحصائية بين المتغيرات المستقلة والمتغير التابع. This study aimed to identify the relationship between stimulating human resources and the productivity at Mobile Telecommunications Sector –Mobilis- in Bechar. the study identifies a community of employees Foundation of them were selected sample size was 26 employees, for completion of this study,we prepared a questionnaire composed of three sections : Devoted the first part of personal information , the second of them the motivation consists of 14 questions, and the third part regards a productivity consists of 07 questions, was this relationship is tested using spss 19 statistical program , the results of the study indicated that stimulating human resources relationship productivity at Mobilis Agency staff is low a fairly, And there are significant differences between the independent variables and the dependent variable.
تحليل المخاطر المصرفية باستخدام نموذج Raroc دراسة حالة مصرف الشرق الأوسط العراقي للاستثمار 2012- 2016

لقد تفاقمت المخاطر المصرفية المحيطة بالبنوك والتي أدت إلى تغير طبيعتها في ظل التطورات المالية المتسارعة، ومع تزايد الاهتمام بالأساليب والأدوات والتقنيات المالية الحديثة ساعد على التطور والتقدم التكنولوجي الكبير في المجال البنكي (المصرفي)، لذا قام الباحثان بتسليط الضوء على أهم أداة حديثة لتحليل وتقييم مخاطر المصرفية واعتماده عليها باستخدام نموذج معدل العائد على رأس المال المعدل بالمخاطر (RAROC)، والذي يقدم صورة واضحة عن العائد والمخاطرة المحيطة بالبنوك، ويعد هذا الأخير من أهم المقاييس المتماثلة والمنظمة للأداء، حيث يمكن من خلاله المقارنة بين العائد والمخاطرة من خلال المفاضلة بينهما، وهو يعمل على تزويد المدراء بالمعلومات التي يحتاجونها لجعل التسوية بين العائد والمخاطرة على نحو أكثر كفاءة وفاعلية. دور الزكاة في تمويل المشروعات الصغيرة والمتوسطة ومحاربة الفقر دراسة قياسية لمصنع الملبوسات الجاهزة بمدينة عطبرة بالسودان خلال الفترة من 2003-2015

خلصت الدراسة الي أن تجربة التمويل المقدم من ديوان الزكاة للمشروعات الصغيرة المتوسطة كالتمويل الذى قدم لمصنع الملبوسات الجاهزة بمدينة عطبرة بولاية نهر النيل بالسودان؛ ساهم إلى حد ما من تقليل حدة الفقر بالولاية؛ وكما ساهم أيضا في زيادة حجم الوعاء الزكوي من خلال تشغيل الطبقات الفقيرة التى كانت تعتمد على مصرف الزكاة كدخل تعتمد عليه في أشباع حاجياتها الضرورية من السلع والخدمات، توصلت الدراسة كذلك إلي وجود علاقة طردية بين المتغيرين المستقلين حجم التمويل وحجم العمالة وبين المتغير التابع الكميات المنتجة، حيث أنه كلما كان حجم التمويل أكبر تزيد الكميات المنتجة وكذلك حجم العمالة لها تأثير إيجابي: على أستغلال الموارد الاقتصادية المتاحة إستغلال أمثل الأمر الذي يؤدي إلى تقليل ظاهرة الفقر. و توصلت الدراسة ايضا إلى وجود علاقة طردية بين حجم السكان وعدد الفقراء لدى الدول الفقيرة، بمعنى أنه كلما ما كانت الدولة فقيرة وتعاني من مشكلة التمويل لمشروعاتها الإنتاجية لدى مجتمعها كلما أنعكس ذلك على زياد حجم الفقراء لديها. The study comes up with the result that assures the contribution of funding offered by zakat to the small medium Projects such as finance. The funding is offered to the ready- made clothing in Atbara in the River Nile state shows to same what a clear advantage in reducing poverty range in the state. In addition to that, the funding contributes in increasing zakat size through providing vacations for the poor classes that used to depend on zakat offer in order to satisfy their essential needs of goods and services. The study also finds a direct correlation between the two in dependent variables: the size of funding and size of employment, moreover, there is a correlation between the dependent variable and the produced quantities. As whenever the funding size is greater than the produced quantities increased. Moreover, the employment has a positive effect on the utilization of available economic resources in the best way. This in turrets leads to reduce poverty phenomenon. Further correlation between the size of population and the number of poor people in poor countries, i.e whenever the state is poor and suffers from financing problem for its productive projects of the society this is reflected in increasing the size of poor people of that state.
مراجعة الحسابات في ظل البيئة الالكترونية

هدفت هذه الدراسة إلى التعرف على تأثير التطبيقات الإلكترونية على مراجعة الحسابات، والمتطلبات التي يجب على المراجع الوفاء بها ليتمكن من تنفيذ مراجعة الحسابات في بيئة الكترونية بالشكل السليم والمطلوب، ومواجهة التحديات الجديدة المواكبة للتطور التقني للمعلومات. وكذا توضيح مخاطر المهنة في ظل البيئة الالكترونية و طبيعة أدلة الاثبات التي يعتمد عليها المراجع لإبداء رأيه الفني المحايد. The aim of this study is to identify the impact of electronic applications on auditing, the requirements that the auditor must fulfill in order to enable the audit to be carried out in an electronic environment in the correct and required manner, and to meet the new challenges that accompany the technological development of information. As well as clarifying the risks of the profession in the light of the electronic environment and the nature of the evidence that the auditor relies on to express his neutral technical opinion.

تعتبر جمهورية مصر العربية بلد مستورد رئيسى للأسماك بين الدول العربية حيث تقدر كمية الواردات السمكية المصرية نحو 296 ألف طن بالرغم من أن الانتاج السمكى يشكل نسبة عالية فى الاكتفاء الذاتى تصل الى حوالى 84.6% من المتاح للاستهلاك ، وقد بلغ نصيب الفرد نحو 20.18 كجم عام 2015 ، وهذا يعادل تقريبا حصة الفرد على مستوى العالم ، إن الاهتمام بالموارد المائية السمكية المصرية ، قد يساهم فى تحقيق التوازن فى المعادلة الصعبة وهى سد عجز الموازنة العامة للدولة ، والعبء المفرط على ميزان المدفوعات المصرى لكى نخطو نحو التنمية الشاملة للقطاع السمكى المصرى. يهدف هذا البحث فى المقام الأول إلى وضع مقترحات التنمية الشاملة للقطاع السمكى المصرى ، ويتحقق ذلك من خلال ما يلى: • تنمية وتطوير الإنتاج السمكى من المصائد البحرية . • تنمية وتطوير الإنتاج السمكى من المياه الداخلية . • تنمية وتطوير قطاع الاستزراع السمكى . • تنمية وتطوير الصادرات السمكية المصرية . • الحد من الوارادات السمكية المصرية . • معالجة الخلل والأخطاء فى البيانات والإحصائيات السمكية . هيئات دعم وترقية المؤسسات الصغيرة والمتوسطة في الجزائر

ازداد الاهتمام بالمؤسسات الصغيرة والمتوسطة في معظم اقتصاديات دول العالم، نظرا للدور الأساسي الذ ي تلعبه في تحقيق التنمية الاقتصادية، لهذا تسعى الحكومات إلى ترقية هذا القطاع من خلال توفير التمويل اللازم الذي من خلاله تستطيع المؤسسات الصغيرة والمتوسطة مواجهة مشاكلها والعمل على استمرارية نشاطها، وتهدف هذه المداخلة إلى معرفة مدى نجاح سياسة الحكومية الجزائرية في دعم وتمويل المؤسسات الصغيرة والمتوسطة من خلال دراسة مجموعة من الهيئات التي تسعى إلى توفير الدعم لها والمساعدة في توفير احتياجاتها المالية والتقليل من المشاكل التي تواجهها في هذا المجال. وعلى الرغم من وجود هذه الهيئات والأجهزة والبرامج الحكومية الداعمة للمؤسسات الصغيرة والمتوسطة في الجزائر، إلا أن هذا القطاع يبقى يعاني الكثير من المشاكل وبالتالي ضرورة إيجاد مجموعة من الحلول والبدائل الاخرى المتخصصة في دعم وتمويل هذه المؤسسات تعتمد على التقنيات البنكية الحديثة وتكييف سياسات التمويل حسب متطلبات واحتياجات المؤسسات الصغيرة والمتوسطة، وذلك لاعتبارها أحد المحاور الكبرى في تنمية الاقتصاد الوطني، وتفعيل بعض الصيغ التمويلية التي تتناسب مع هذه المؤسسات والعمل على استحداث صيغ أخرى حديثة. L'intérêt pour les petites et moyennes entreprises a augmenté dans la plupart des économies du monde, En tenu Compte le rôle important qu'il joue dans la réalisation du développement économique ,Les gouvernements cherchent donc à améliorer ce secteur avec le financement somptueux à travers lequel les PME peuvent faire défi contre leurs problèmes et soutenir leur activité, cette intervention a pour but d'éprouver le succès de la politique du gouvernement algérienne pour le soutien et le financement des petites et moyennes entreprises à travers l'organisation cherchent de fournir un soutien et une assistance à la fourniture des besoins financiers et de minimiser les problèmes rencontrés dans ce domaine. Malgré l'existence de ces organes gouvernementaux, agences et programmes de soutien aux petites et moyennes entreprises en Algérie, ce secteur reste en souffrance et d'où la nécessité de trouver des solutions et des autres possibilités spécialisées dans le soutien et le financement de ces entreprises basés sur les technologies bancaires modernes et d'adapter les politiques de financement en fonction les besoins des petites et moyennes entreprises, de manière à être considéré comme l'un des objets majeurs dans le développement de l'économie nationale, ainsi d'activer certaines types de financement qui correspondent à ces entreprises et travailler sur le développement d'autres énonces modernes.
