    يكتسب التنظيم الإداري بُعده الاستراتيجي من خلال تجميع قدراته الممكنة وتدويرها بالشكل المطلوب، وفي العادة ما يتأسس هذا البُعد من خلال الاهتمام البالغ بالعنصر البشري فيه، كفاعل أساسي مؤثر في حركية هذا التنظيم وقيمه المضافة، لذلك تأتي هذه الدراسة لتتباحث في الميكانيزمات الحيوية، والتي تؤدي الى تفعيل المورد البشري داخل المنظومة الإدارية في الجزائر، لتنتقل من الحيز التنظيمي الروتيني، الى الحيز الحركي الذي يُفضي الى تقديم خدمات عمومية، ترتقي بمستوى تطلعات المواطنين. The administrative organization acquires its strategic dimension by combining its potential capabilities and using them in the appropriately way. This dimension is usually based on the great interest in the human element in it, as a key factor influencing the dynamics of this organization and its added values. Therefore, this study comes to discuss the vital mechanisms that Activating the human resource within the administrative system in Algeria, to move from the routine organizational space to the dynamic one that leads to the provision of public services, that meet the aspirations of citizens.
