The reform of the U.N become necessary, specially after its failure to solve the international crises like the Syrian crises, the reform must touch all the organs of the international organization, Inter Alea the post of the secretary, witch transformed in 70 years, between effective and ineffective role, that were the motive to several attempts to reform the post of the U.N general secretary, the most important employee in the organization, how guaranty the mediation between the states members and the organization. This poste were the subject of several reports of reform by many secretaries of the U.N especially Boutros Boutros GHALI and KOFI Annan, consisted to: reform the way of selection of the secretary, and support it by financial and administrative resources, this attempt were face to many objections, due to the international balance of forces. 1
