    The aim of this study is to highlight the mechanisms of the Solidarity and Guarantee Fund for Local Communities (CSGCL), as the public institution with a local funding character, in terms of regional solidarity between the municipalities and the government in alleviating and reducing the fiscal deficit, Taxation can provide the municipalities with the necessary guarantees and mechanisms to assist all parties concerned with local development, by implementing the institutional legal rules for protection and preservation of public funds, and empowering municipalities according to the perspective of private investment with the private sector. Investment and development in turn as a mediator and guarantor of local communities to achieve local development.
