    "إن الاهتمام الذي تحظى به المؤسسات الصغیرة والمتوسطة یعكس الأهمیة التي یمثله القطاع في اقتصادیات العالم لذا تراهن علیه العدید من الدول، خاصة النامیة منها، في تنمیة اقتصادیاتها. لذا فإن الجزائر تهتم بمثل هذا النوع من المؤسسات وتكرس جهودها من أجل تنمیتها وتطویرها واعٕطائها دورا أساسیا في النشاط الاقتصادي، ومنه یتوجب على هذه المؤسسات امتلاك إرادة إستراتیجیة ورؤیة مستقبلیة تجعلها قادرة على تبني نمط التخطیط الاستراتیجي، ففي ظل التطورات الحدیثة في محیط المؤسسة الداخلي والخارجي، أصبح لزاما على المؤسسة الاعتماد على الإدارة والتخطیط الاستراتیجي لحل المشكلات التي قد تواجهها في علاقتها بمحیطها من خلال الربط بین الأهداف والوسائل المستخدمة بإتباع سیاسات مدروسة ومحددة و حسن التوقع بما سیكون علیه الوضع في المستقبل مع الاستعداد الجید لمواجهة التهدیدات التي قد تصادفها واستغلال الفرص التي تتاح لها.""The interest of small and medium enterprises reflects the importance of the sector in the economies of the world so many countries are betting on the development of their economies through this sector. Algeria is interested in such types of institutions and devotes its efforts to its development and development and to give it a fundamental role in economic activity. In light of recent developments in the internal and external environment, the institution must rely on management and strategic planning to solve the problems it may face in relation to its surroundings. By linking the objectives and the means used to follow well-defined and well-thought out policies and the best predictability of the future situation, with a good willingness to confront the threats that may occur and exploit the opportunities that are available to them."
