الصكوك الاسلامية كبديل تمويلي للعجز الموازني في الجزائر

تهدف هذه الدراسة إلى طرح الصكوك الإسلامية بأشكالها المختلفة كبديل للمصادر التقليدية المستخدمة في تمويل العجز الموازني في الجزائر، بعد أن أثبتت هذه الأخيرة محدودية آلياتها في الحفاظ على التوازنات المالية للدولة، وذلك بسبب الوتيرة العالية للإنفاق العمومي المتزامنة مع الانخفاض الحاد في أسعار النفط منذ النصف الثاني من سنة 2014. وعليه يتوجب على الجزائر توفير متطلبات إدراج الصكوك الإسلامية التي أثبتت نجاعتها في العديد من الدول الإسلامية، حيث يمكن استخدامها كبديل تمويلي للحفاظ على التوازن المالي للدولة والتخفيف من عجز موازنتها، وجذب شريحة واسعة من المستثمرين التي تأبى التعامل والتوظيف بفائدة معلومة مسبقا. Abstract: This search paper aims to put Islamic instruments as an alternative to traditional sources approved to finance the state budget, we have generally reached the limited mechanisms adopted by Algeria in the funding of its budget, which have made financial balances in recent years is very critical, because of the high pace of public expenditure with the sharp decline in oil prices since the second half of 2014, In front of this situation, Algeria must searching for the alternative sources of financing without oil revenues along the lines of Islamic instruments that have proved effective in many Islamic countries, where it can be used as a sources of financing to maintain the financial balance of the state ,reduce budget deficit ,and attracting a large segment investors, which refuses to deal and employment interest rate known in advance.
أثر العرف في تغير الفتوى " فقه الأسرة أنموذجا

كثيرا ما يتعارف الناس على معاملات وعادات تقوم عليها مصالحهم وحاجاتهم، فتأتي الشريعة بأحكام مناسبة تراعي فيها الظروف والأحوال المحيطة بكل واقعة، وقد يحدث أن تتغير تلك العوائد والأعراف لأسباب ما فيعيد المفتي نظره ويغيره فتواه حسب الظروف الجديدة التي تلبست بالواقعة، لتغير المصالح التي بنيت عليها تلك المعاملات العرفية. ويلاحظ في كتب الفقه، وجود أجوبة وفتاوى قد تفهم على أنها أحكام ثابتة ومستمرة ، وعند التحقيق يطلع على أنها فتاوى عرفية، جاءت في زمان ومكان معين وفي حال خاص وقد تتغير. فالفتاوى المبنية على العرف ليست ثابتة، كما أنّ الأحكام المبنية على العرف تدور معه وجودا وعدم. ومن أخص المجالات في هذا الباب والتي تراعى فيها الأعراف وقد تتغير وتتبدل فقه الأسرة، كخدمة الزوج، واشتراط البكارة، والطلاق الثلاث بفم واحد. Abstract People's transactions and customs take account of their interests, And it has provisions in Islamic law, If the customs change, the judgment changes, and The Mufti changes his judgment according to changing circumstances Because the interests of people also change , We must be aware of the existence of fatwas that we consider permanent, based on customs, and may change according to the change of interest.
المواطنة في زمن الفضاءات المفتوحة: تجاذبات الولاء بين المحلي والمعولم

لا تزال مسألة المواطنة محور اهتمام العديد من المفكرين والباحثين العرب منهم والغربيين، نظرا لكون أن موضوع المواطنة انتقل من مستوى التحليل الاكاديمي الى مستوى التحليل المؤسسي حيث غدى من أهم القضايا التي شغلت المنظمات الحكومية وغير الحكومية نتيجة التغيرات الحاصلة في أبعاد فكرة المواطنة في حد ذاتها خصوصا في ظل بروز نمط جديد من المجتمعات هو المجتمع الالكتروني كأحد افرازات العولمة وما فرضه من تحديات أمام المواطن الذي بات لا يعرف حدود هويته السياسية والثقافية وبروز فكرة المواطنة الافتراضية حاملة في طياتها إشكالات جديدة لا يمكن حصرها في البعد السياسي والقانوني لمفهوم المواطنة بل تتعداه الى مسألة الهوية والانتماء والولاء. Abstract : The issue of citizenship remains the focus of many Arab and Western thinkers and researchers, because the subject of citizenship has moved from the level of academic analysis to the level of institutional analysis, and it has become one of the most important issues that concern governmental and non-governmental organizations as a result of changes in the dimensions of the idea of citizenship, especially in light of the emergence of what is known as " Electronic community " witch is a new type of society as one of the consequences of globalization.
الإمام الثعالبي ومنهجه في تعامله مع القراءات في تفسيره "الجواهر الحسان" –نماذج منتخبة-

يهدف هذا البحث إلى بيان منهج الإمام عبد الرحمن الثعالبي المتوفى سنة 875 هـ في إيراده للقراءات في تفسيره الجواهر الحسان, ففي البداية عرضت البحث ببيان مفهوم توجيه القراءات والألفاظ المرادفة له، ثم ذكرت فضل علم التوجيه وأهميته ونشأته، ثم تطرقت إلى التعريف بالإمام الثعالبي ذاكرا حياته الشخصية والعلمية وأهم نشاطاته، بعدها أوضحت منهجه في تعامله مع القراءات حيث تعددت أساليب التوجيه عنده واختلفت بحسب تنوعِ القراءات واختلافها. Abstract: This research aims at explaining the approach of Imam Abd al-Rahman alTha'ali, who died in 875 H, in the field of readings and in the interpretation of his book Eldjouaher Elhissen . First, I referred to the statement of the concept of directing readings and its synonyms. Then, I have showed the importance of this knowledge and its principles. After that, I have made an introduction about the life and the achievements of Imam Elthaalibi with exposing his method according to the varity of the styles and readings.
سياسة الوقاية و المنع من الجريمة

يعالج هذا المقال إحدى المواضيع المهمة في القانون الجنائي وهو سياسة الوقاية و المنع من الجريمة الذي يعد أحد محاور السياسة الجنائية المعاصرة. وتهدف هذه الدراسة إلى إبراز دور النظم القانونية و الشرعية في تحقيق الوقاية من الجريمة من خلال دور الجهات المختصة وأجهزتها , مع توضيح دور المجتمع سواء على المستوى الفردي أو الجماعي, وتبيان الجهود الدولية والوطنية في مجال الوقاية من الجريمة ومنعها وكذا إظهار المناهج والأساليب الحديثة المتبعة في ذلك . Abstract: This article deals with one of the most important topics in criminal law, a policy of prevention and prevention of crime, which is a contemporary of criminal policy axes. سؤال النظم القرآني بين رسائل النور ونظم الدرر

خلال البحث في لغة النص القرآني، تمّ اكتشاف روابط لفظية عجيبة، استدعت السؤال عن النظم في هذا النصّ؛ حيث يرى البقاعي في نظم الدرر أن للإعجاز القرآني طريقين: أحدهما نظم كل جملة على حيالها بحسب التركيب، والثاني نظمها مع أختها بالنظر إلى الترتيب، والأول أقرب تناولا، وأسهل ذوقا. أما النورسي فيعتبر النظم القرآني هو الوجه الأدق والأظهر من وجوه إعجاز القرآن الكريم، ولغاية إظهاره كتب إشارات الإعجاز، متناولا نظم الآية مع ما قبلها وما بعدها، ثم نظم الجمل، ثم نظم الكلمات والحروف، لأنه يرى أن إعجاز القرآن في بلاغة نظمه. يروم هذا البحث، معرفة وجوه الاتفاق والاختلاف بين رسائل النور ونظم الدرر في دراسة النظم القرآني. Abstract: While investigating Quran’s language, a set of weird linguistic bonds have been found. This has led to the question about the text (Nadhm) that governs this text. Biquaei sees in his book: that the Quran miraculousness has two ways: the first one is about the system that covers the sentence on its own based on its structure, while the second one is related to the system where a sentence is related to another one reference to their order, though the first trend is the most used. However, Nursi views Quran’s linguistic system as the exact and clear face of the Quran miraculousness. For this sake, he presented his book: where he deals with the system that links the verse with those before and after it. Then, he goes further to the sentences, words, and letters. This is to show that the Quran’s miraculousness lays in its system. Thus, researcher is seeking to investigate the similarities and differences between Light Letters and Pearls Order in dealing with the Quranic text.

دفعت بعض جوانب القصور في ممارسة الديمقراطية التمثيلية، إلى الدعوة لتبني نوع آخر من الديمقراطية أكثر قدرة على إشراك المواطنين في اتخاذ القرار بما يحقق جوهر العملية الديمقراطية، فتم إعادة تبني ممارسة معروفة تاريخيا بالديمقراطية التشاركية بهدف خلق مزيد من الفرص والأدوات أمام الأفراد للمساهمة في صنع القرار. يعتمد تطبيق الديمقراطية التشاركية حاليا بشكل متزايد على أدوات المشاركة الإلكترونية من خلال استخدام خلال تقنيات المعلومات والاتصالات بهدف تعزيز المشاركة المدنية والحكم التشاركي الشفّاف. تتناول هذه الورقة البحثة المنطلقات النظرية الداعية لتبني الديمقراطية التشاركية اعتمادا على نقل تصورات الباحثين، إلى جانب التطرق لأدواتها الرقمية بالتحليل، اعتماد على بعض التجارب في هذا المجال. Abstract There are some insufficiencies in the practice of representative democracy that have led to the adoption of a different kind of democracy which is more capable of involving citizens in decision-making in order to fulfill the democratic process. Thus, a participatory democracy which is known historically has been re-adopted with the objective of creating more opportunities and tools to make the population involve in decision-making. It mainly tries to overcome the issue of representation, and ensure popular participation through the application of mechanisms that guarantee the involvement of everyone in decision-making, control and initiative. The application of participatory democracy depends increasingly on tools of electronic participation through ICT (Information and communication technologies) in order to reinforce civil participation and transparent participatory governance. This paper deals with the theoretical principles that calls for the adoption of participative democracy based on the perceptions of researchers, in addition to the analysis of their digital tools, relying on some experiences in this field.
وجوه تأثير القرآن الكريم على علوم اللغة العربية وآدابها -دراسة استقصائية

يمثل البحث دراسة استقصائية لوجوه آثار القرآن الكريم- بصفته أحد مصادر التراث العربي والإسلامي- في علوم اللغة العربية وآدابها المختلفة، وقد كان له ذلك الدور البارز في نشوء العلوم الدينية واللغوية على حد سواء، وهو العامل الرئيس في توحيد لهجات العرب على لهجة قريش، وعمل كذلك على تقويتها، وعالميتها، وتعليميتها، وتهذيب ألفاظها وتراكيبها، إلى غير ذلك من الوجوه التأثيرية. وهذا ما سنراه في هذا المقال. حاولت في هذا المقال أن أعرف القرآن الكريم في اللغة والاصطلاح، وأبين أهمية اللغة العربية بعلومها المختلفة، لأقوم في الأخير بسرد تلك الوجوه التي أثّر بها القرآن الكريم على اللغة العربية. قد يعتبر الجهاد في ظاهره صورة من صور معاداة الإنسانية إلا أن المتمعن في حقيقة هذا الموضوع تتجلى له مدى أهمية قيمة الإنسان فيه بصفة خاصة، وأصالة موضوع النزعة الإنسانية في الإسلام بصفة عامة، حيث يجد يقينا في نفسه بأنه من أهم أركان الإسلام التي تحافظ على قيمة الإنسان من جانبين: الأول داخلي نسميه جهادا أكبر يعمل على تصفية النفس الإنسانية من كل ما يشوبها من قوى الشر، والذي يؤدي إهماله إلى التأثير على الصعيد الخارجي بانتشار روح السيطرة والعداوة بين الإنسانية هنا يأتي دور الجهاد الأصغر الذي يقوم بالحفاظ على حرية الإنسان التي تعتبر أسمى القيم الإنسانية. البعد الدلالي للعفة عن شهوة المال في القرآن الكريم

يبحث هذا المقال في البعد الدلالي الجديد الذي تحمله المفردة القرآنية ، باعتبارها مدخلا لفهم الخطاب القرآني ، فكثير من المصطلحات كانت مستعملة عند العرب بدلالتها اللغوية الوضعية المعروفة ، غير أن القرآن الكريم أعطاها بعدا دلاليا جديدا يُستقرأ من سياقات نصوصه وآياته . من هذه المصطلحات مصطلح العفة . وفي هذا الإطار يأتي هذا المقال الموسوم ب : " البعد الدلالي للعفة عن شهوة المال في القرآن الكريم " ليسلط الضوء على واحد من مجالات العفة في بعدها الجديد من خلال دراسة وتحليل للآية 273 من سورة البقرة Abstract: This article deals with the new semantic dimension of the Qur'anic word, as an introduction to the understanding of the Qur'anic discourse, many of the terms were used by the Arabs in their familiar linguistic language, but the Holy Qur'an gave it a new dimension to be derived from the contexts of its texts and verses. Among these terms is chastity. In this context, this article is entitled: "The Semantic Dimension of Chastity for the Desire of Money in the Holy Quran" to address one of the areas of chastity in its new dimension through the study and analysis of verse 273 of Surah Al-Baqarah.

ركز البحث على الأقلام الصحفية النسائية التي تعالج مختلف القضايا والحوادث التي تسود المجتمعات المختلفة في في البيئة والجغرافيا والعادات والتقاليد، وقد تمكنت بعض الأقلام فعلا من أن تبثت فاعليتها عن طريق طرح انشغالاتها السياسية والاجتماعية والثقافية والإبداعية، وبالرغم من الاختلاف السائد على مستوى الانشغالات المتضمنة في الصحف الثلاث إلا أنها توحي بان المرأة تسعى جاهدة إلى طرحه بنوع من الاحترافية والتخصص، وبهذا تضع المرأة بصماتها في عالم الصحافة المكتوبة لتؤكد على حضورها الاجتماعي والثقافي والسياسي والأكاديمي بالرغم من المشكلات التي تعترضها في المحيطين الداخلي و الخارجي، وتحرص كل من الأقلام النسائية على العمل الصحفي وفقا للقوانين المشرعة في كل بلد تنتمي إليه. Abstract The importance of the research is stated on its focuses on women's journalistic pens that fixed different Issues and accidents that are spread in different societies, environment, geographic, and traditions. and some of those women pens have actually been able to broadcast their effectiveness by raising their political, social, cultural and creative concerns. In spite of the difference in the level of concerns included in the three newspapers, it suggests that women strive to offer them with a kind of professionalism and specialization, but it shows and explains that women are working hardly to ask and research with huge abilities and professional. and because that the women put their path in written journal world to convince their social, cultural political and academicals existence even with all the problems that faced on the external and internal environment and each of those women pens are care and respect the journal working depending on the legal low of every country belong to.
أسس الدعوة إلى الله ومقاصدها من خلال دعوة موسى عليه السلام -دراسة موضوعية

يتناول هذا البحث النظر في دعوة موسى عليه السلام لفرعون وقومه، من خلال نصوص القرآن الكريم قصد الوقوف على أهم أسس ومقاصد الدعوة إلى الله التي ينبغي على الداعية مراعاتها في نشاطه الدعوي. فكان المنهج الموضوعي القائم على الاستقراء في جمع المادة العلمية، ثم التحليل للوصول إلى النتائج الأنسب لهذه الدراسة. فتبيّن أنّ من أسباب قيام دعوته عليه السلام استفحال ظلم الحاكم وإفساده. لذلك كان غرضها الأساسي الدعوة إلى التوحيد والإصلاح. كما تبين أن للدعوة مجموعة من الأسس التي تعتمد عليها من أجل النجاح وهي متوزعة على عناصر العملية الدعوية من داعية ومدعوين وأساليب الدعوة وغيرها.
أولى حواضر الدراسات اللغويّة المغربيّة

عبق أريج المدرسة المغربية ، فغدت مقصد الغرب الأروبي ، وأضحت مؤلفاتها مُتَطَلَّع علماء المدرسة المشرقيّة ، فصارت منهلا وحجة. هذا الصرح العلمي في الدراسات اللغويّة ؛ تأسس في أحضان حواضر علمية ، تعدّ لبناته الأساس : القيروان حاضرة المغرب الأولى ، التي لقنت العلم لطلابها في المساجد ودور الحكمة ، ومجالس العلماء ، متشبعة في ذلك كله بروح المدرسة المشرقية ، فكانت بحق أحد منابر الثقافة العربية الإسلاميّة المغربية، تأسست في أحضانها المدرسة القرطبية الأندلسيّة التي ذاع صيتها في عهد الطوائف لاهتمام ملوك الطوائف بالعلماء ومجالسهم فغدت منارة عالمية ومقصدا لإزالة ظلام الجهل على البشريّة . باضطراب أمر القيروان و زوال فردوس الأندلس قامت مدينة فاس لتسلهم من منبر القيروان ،ومنارة قرطبة جامعة أشتات علم الحاضرتين أوقدت فتيل سُرجه من مسجد القرويين . تقتفي المداخلة نشأت علوم العربية في أولى حواضر المدرسة المغربية . Abstract : Magrib school, became the destination of the Western Europe. Its writings became the forerunner of the oriental school scholars, and they became an argument . This scientific edifice in linguistic studies, founded in the embrace of scientific cities The first civilization of EL Magrib is Kairouan .The latter taught science to its students in mosques , And the councils of scholars, all saturated with the spirit of the Oriental school .It Was one of the platforms of the Arab Islamic culture of Magrib. The Andalusian school of Cordoba was founded in its embrace which became known in the era of sects due to the interest of it’s kings of scientists and their council. It has become a global beacon and a destination to eliminate the darkness of ignorance of humanity
الملكية الخاصة للصحف في الجزائر في ظل قانون الإعلام 12-05

تتناول هذه الدراسة الملكية الخاصة لوسائل الإعلام المكتوبة(الصحف) في الجزائر ومُقارنتها ببعض التشريعات العربية، وذلك من خلال التعرّض إلى تطوّر حرية ملكية وسائل الإعلام وفقاً للدساتير المختلفة التي عرفتها الجزائر منذ 1963 إلى غاية 2016، وكذلك بالنسبة لقوانين الإعلام 1982 ،1990، 2012. وتركّز الدراسة على الشروط التي وضعها المشرّع الجزائري في قانون الإعلام 12-05 ، سواءً ما تعلّق بطبيعة الأشخاص الذين لهم حق الملكية؛ معنويون أم طبيعيون، وجنسياتهم، الضمان المالي، وشرط الإقامة لمدير النشرية، كما تتناول الدراسة حقّ الأحزاب السياسية والجمعيات في امتلاك الصحف. Abstract This study examines the private ownership of the print media in Algeria. and compare them with some Arab legislation, presenting the historical course of the freedom of media ownership in different Algerian constitutions from 1963 to 2016, as well as the medias laws 1982,1990, 2012. The study focuses on the conditions were approved by the Algerian legislator in the law n° 12-05 relating to the information, which concerns the persons having the right of ownership, moral and physical, the nationality, the financial guarantee and the condition of residence of the editor. The study also examines the right of political parties and associations to own newspapers.

تعتبر الرحلات العلمية مصدرا مهما لمعرفة الحياة الثقافية والبيئات العلمية –مشرقا ومغربا- ففيها ذكر لأهم المراكز العلمية ، ومجالس الدرس والتحصيل،بل إنها صورة حقيقية لشهود العيان عن الأحوال السياسية والثقافية والاجتماعية، والاقتصادية وجغرافية للبلدان،بالإضافة إلى هذا تمثل زادا وفيرا لتراجم الكثير من العلماء الذين غفلت كتب التراجم عنهم. كما يمكننا القول أن علماء الجزائر وعلى رأسهم يحيى الشاوي الملياني،قد مثَّلوا ذلك القطب الذي شد بعلمه وجرأته انتباه المشرق العربي بفضل تصوراته الفكرية وتراثه الفقهي والعقدي،كما أنه يمثل حلقة الوصل بين حواضر المشرق، والمغرب العربيين في شقه الثقافي والفكري خلال القرن 11هــ/17م. Abstract: scientific trips are an important source of knowledge of cultural life and scientific environments - East and Maghreb - where it mentions the most important scientific centers, study boards and collection. It is a true picture of eyewitnesses about the political, cultural, social, economic and geographic conditions of countries. التّماسك النّصّي بين الدّرس البلاغي القديم والدّرس اللّساني الحديث

إنّ مصطلح التماسك النصي الذي يندرج تحت علم لغة النص أو لسانيات النص صعب الاتفاق على مفاهيمه وتصوراته ومناهجه نظرا لكثرة منابعه وتعدد مشاربه المعرفية هذا من جهة، ومن جهة أخرى عندما تقصينا هذا المصطلح في التراث العربي القديم ألفيناه حاضرا عند البلاغيين والنقاد والمفسرين في حبك الكلام وتماسكه، فاستخدموا مصطلحات نصية عديدة، مثل: التلاحم، الالتئام، النظم، تناسب الأجزاء، الانسجام، فاكتست بذلك قضية التماسك لديهم أهمية بالغة حتى يمكن عدّها نظرية نصية بالأساس. أما عند المحدثين فقد لقي هذا المصطلح النصي اهتماما منقطع النظير، وكل شيء في التحليل النصي. Abstract : The term "coherence", is one of the categories of textual linguistics evokes notions, conceptions and aspirations that have not yet reached unanimity, this is explained by the diversity of references and the multiplicity of its epistemological supports. Moreover, an exploitation of this term in the ancient Arabic studies confirms a certain presence of the notion of coherence among rhetoricians, critics and exegetes under various neighboring names. Thus, it is correct to say that coherence had a certain importance for them but it is exaggerated to pretend that there was a theorization. But among contemporaneous, coherence is a fundamental notion in any textual analysis.
دور القاضي الجزائري في مجال التحكيم الدولي

إن نظام "التحكيم" في العالم كبديل لحل النزاعات يرتبط أساسا بتطور الاجتهاد القضائي "القضاء الفرنسي أنموذجا"، سواء من خلال تصور حدود مجال إعمال قواعده ، أو عبر قبول نفاذ أحكامها ، وإلزام الأطراف الذين ارتضوا وسيلة التحكيم لحل منازعاتهم على تنفيذ مقرراته ، والكل لا يمكن أن يتحقق إلا من خلال رقابة قضائية متزنة وحكيمة ، تدرك أهمية نظام "التحكيم "كخيار لفض المنازعات ، وكمؤشر على التنمية الاجتماعية ، الثقافية ، الاقتصادية، السياسية، والأمنية وطنيا ودوليا، كما يعتبر اتفاق التحكيم الحجر الأساس أو مركز الثقل في بناء التحكيم كنظام لحل نزاعات التجارة الدولية . Abstract The "arbitration" in the world system as an alternative to resolve disputes is mainly related to the development of jurisprudence, "the French judiciary as a model", Either by concealing the limits of the scope of its rules، or by accepting the entry into force of its provisions, and to oblige parties who have accepted and to oblige parties who have accepted the means of arbitration to resolve their disputes to implement its decisions. This can be achieved only through judicial control, which recognizes the importance of the "arbitration" system as an option for resolving disputes. The arbitration agreement is considered to be the foundation stone or center of gravity in the establishment of arbitration as a system for resolving international trade disputes.
التراث المخطوط وأهميته في كتابة تاريخ المغرب الأوسط في نهاية العصر الوسيط مخطوط : بستان الأزهار لابن الصباغ القلعي أنموذجا

هذه الدراسة نسلط الضوء من خلالها على أحد المصادر المهمة في تاريخ المغرب الأوسط نهاية العصر الوسيط؛ وهو مخطوط: "بستان الأزهار في مناقب زمزم الأخيار ومعدن الأنوار سيدي أحمد بن يوسف الراشدي النسب والدار"، لمؤلفه محمد الصباغ القلعي، فبالرغم من أن نصوصه التي تحكي سيرة أحد صلحاء إقليم بني راشد وهو أحمد بن يوسف الراشدي دفين مليانة وبعض أصحابه وتلامذته بطابع خيالي ممزوج بالكرامات والخوارق؛ إلا أنها تحمل في طياتها معلومات مهمة حول تاريخ المغرب الأوسط في القرن العاشر الهجري/16م، فمن الناحية السياسية، يشير إلى احتلال النصارى الأسبان لمدن الجهة الغربية وبداية تدخل العنصر التركي، وسوء معاملة الولاة للرعية، ومن الناحية الاقتصادية جسدت لنا نصوصه مختلف الأنشطة الاقتصادية القائمة في المغرب الأوسط بالرغم من الظروف العصيبة التي يمر بها، من تجارة برية وبحرية، وصناعات ونشاط فلاحي قائم على الرعي والزراعة والغراسة، أما من الناحية الاجتماعية فهناك نصوص كثيرة تثبت تدهور الوضع الصحي في المغرب الأوسط آنذاك بسبب انتشار مختلف الأمراض والأوبئة، وظهور أساليب علاجية انتهجها الأولياء والمتصوفة، كما يشير هذا المخطوط إلى انتشار بعض الظواهر الاجتماعية كالتسول بسبب تزايد الفقر، والتي حاول أولياء المغرب الأوسط التقليل منها بالإكثار من الصدقة وحث الناس عليها، وكذا ظاهرة اللصوصية التي كانت منتشرة في أحواز تلمسان سيما أوقات المجاعة. Dans cette étude nous surlignons l'un des importants source de l'histoire du Maghreb central à la fin du moyen âge, et c'est le manuscrit intitulé "Bustane Al Azhar Fi Manakib Zamzam Al Akhiar Wa Maâdan Al Anouar Sidi Ahmed Ben Youcef Al-Rachidi Ennaceb Wa Eddar", de Mohammed Ben Ahmed Ben Ali Essabagh Kolaé, et malgré que ses textes qui racontent la biographie d'un des vertueux de la région de Beni Rached qui est Ahmed Ben Youcef Al-Rachidi Al-Meliani et quelques uns de ses cmarades et ses disciples avec un style utopique mêlé avec des contes sur ses dignités et paranormal. Mais elles portent dans ces plis d'importantes informations concernant l'histoires du Maghreb central dans l'ère tardif des Zianites, du côté politique, comme l'occupation de plusieurs ville par les chrétiens espagnols et le début d'intervention de l'élément turque, et le mauvais traitement de la paroisse, et du côté économique comme la description des différentes activités qui éxistaient dans le Maghreb central malgré les conditions difficiles dans les secteurs du commerce routier et maritime, les fabrications et l'artisanat, et les activités agricoles basées sur le pâturage l'agriculture et l'implantation, et du côté social où il montrent la détérioration de la situation médicale dans le Maghreb central a cause de la diffusion des maladies et des fléaux, et qui ont entraîné par conséquent des méthodes de soins étranges, ce manuscrit dénote aussi la diffusion de quelques phénomènes sociales comme la mendicité a cause de l'augmentation de la pauverté et la faim, la chose que les Soufi (Awlia) du Maghreb central ont éssayé de réduire par inciter les gens à donner la charité, et il dénote aussi le banditisme dans la région de l'oust Particulièrement durant les famine
