برامج الأطفال التلفزيونية... الواقع والوصفة

تعتبر الطفولة مرحلة مهمة من مراحل حياة الإنسان، ويعد الإعلام الموجه للطفل من أهم أنواع الإعلام إذا نظرنا له من جانب التقسيم بالشريحة العمرية؛ فإن الشركات تعمل على أساس أن الطفل عالم قابل للتشكيل بحسب الرغبات والأهداف المقصودة، وأنه رهان كبير على المستقبل والحاضر. ويثير المختصون بعلوم التربية مشكلة التناقضات في مجموعة القيم والنظم السلوكية التي قد يتعرض لها الطفل في مبتدأ حياته مما يتسبب له بقلق نفسي واضطراب سلوكي، وليست وسائل الإعلام بمعزل عن هذه المشكلة، فنحن مدعون لمناقشة المواد المعروضة للطفل في التلفزيون ومدى إسهامها في خلق جيل قوي متشبث بعادات وتقاليد أسلافه وهذا بالعناية بنوعية التربية التي يتلقاها أطفالنا. ABSTRACT: Childhood is an important stage of human life, a child-oriented media is one of the most important types of media if we look at him of side of the slice division age. The companies are working on the basis that the child moldable world according to the desires and goals intended, and it is a big bet on the future and the present. Science education specialists raises the problem of the contradictions in a range of behavioral and systems values that the child might be exposed at the beginning of his life, causing him anxiety and behavioral disorder. The media is not apart from this problem, we need to discuss the programs offered for children on television and their contribution to the creation of a strong generation clinging customs and traditions of his ancestors through attention to the quality of education received by our children

يعد كتاب "رسالة الشرك ومظاهره" مساهمة هامة تضاف إلى جهود علماء جمعية العلماء المسلمين الجزائريين في الإحاطة بميدان التنظير للمذهبية الدينية للإصلاح الذي كانت تقوده في الجزائر، وهو في الجانب العقدي منها تحديدا ويتأسس على المنهج الدعوي والإعلامي الذي اتفق علماء الجمعية على اتباعه والنشاط في إطاره كل في مجاله، وقد بدأ الأستاذ الشيخ "مبارك الهلالي الميلي"كتابة مقالات صحفية عن مظاهر الفساد العقدي والشرك بالله التي كانت متفشية في المجتمع الجزائري كنتيجة لسياسة التجهيل بالإسلام وتعاليمه التي مارستها فرنسا الاحتلال منذ أن وطأت أرض الجزائر، ولم تمر فترة طويلة على بداية ظهورها على صفحات جريدة "البصائر" حتى وجدت لها من النجاح والصدى الكبير عند القراء الذين سارعوا إلى مراسلة الجريدة وطلبوا من صاحبها ومن إدارة" البصائر" بإعادة نشرها في كتاب مستقل، فرحب العلماء برغبة القراء، ولبى الشيخ"مبارك"رغبة قرائه وعاد إلى مادته العقدية بالتهذيب والتبويب والتوثيق مع إضافة فصول عديدة ثم جمعها في كتاب عنونه بـ:"رسالة الشرك ومظاهره". ABSTRACT: The book, « Polytheism’s Message & its Aspects » of cheikh, Mubarek El Mili, is considered as an important contribution to be added to the efforts of the Algerian Muslim scholars Association in understanding (grasping) theorization field for doctrinal religious reform that the association led in Algeria. It deals, in particular, with Akidah aspects that is founded on media and daawah method on which the association scholars had agreed to follow and work within its framework, each in his own field. This article introduces, after identifying the Message, a reading to its contents during the French Colonization, through a point of view related to daawah and media, and as a unique scientific effort the need to it is renewable continuous to correct and connect always Muslims’ real life with Islam
مسؤولية المنظمات الدولية في القانون الدولي المعاصر

تناولنا في هذه الدراسة موضوع مسؤولية المنظمات الدولية عن أعمالها غير المشروعة في القانون الدولي المعاصر، على اعتبار أن المنظمات الدولية هي من الأشخاص التي تطوّرت في ظل القانون الدولي، وبالتالي فهي تخضع لقواعد المسؤولية الدولية التي تضفي الفعالية على قواعده، وذلك لما تقرره من جزاءات تدفع المخاطبين بأحكامها إلى احترامها، وهذا الهدف لا يتأتى إلا بتبيان مفهوم هذه المسؤولية الخاصة بالمنظمات الدولية، وأساسها القانوني، وكيفية إسناد هذه المسؤولية إلى المنظمات الدولية؟ وكذا أركان هذه المسؤولية. ABSTRACT: This paper deals with the subject of responsibility of international organizations for their actions illegal in contemporary international law on the grounds that international organizations are from the persons that have evolved in the light of international law. They are subject to the rules of international responsibility, and penalties prescribed for it. So we address the concept of responsibility of international organizations, legal basis, attribution of this responsibility to them, and the pillars of this responsibility
فنّ التراجم عند الأندلسيين دراسة في النشأة والمنهج

يتناول هذا الموضوع بالدراسة فنّ تراجم العلماء والحكام؛ حيث يعتبر علم التراجم من الفنون متعددة الاستعمالات، فلا تجد عِلما إلا وهو بحاجة إلى تراجم أعلامه، من رجال العلم والفكر من المحدّثين والفقهاء والشعراء وغيرهم. وقد كان لعلماء الأندلس في هذا الفنّ إبداع وتميز، حيث تسلسلت مؤلفاتهم تغطي الأعصار والأنساب والطبقات، في متتالية يكمل فيها اللاحق ما بدأه سلفه ويستدرك ما فاته، إلى أن غطت أغلب أهل العلم والرياسة. كل ذلك وفق منهج علمي دقيق متناسق غير مسبوق. في هذا البحث نتناول بالدراسة مناهج أصحاب هذه المؤلفات بتعريف القارئ بالمؤلف والمحقق ومكان الطباعة وعدد التراجم وترتيبها وتقسيماتها وغير ذلك من اللطائف المفيدة. ABSTRACT This study Look over the classification and biographies of narrators , scholars and Scientists in Andalusia. This science constitute the cornerstones of many other sciences related to the honorable Sunnah. the books of biographies are characterized by a clear methodologies to study the narrators and scholars. many authors wrote on the Genealogy. somme othors gives light on classes of scholars. Others wrote on the " invective and commendation" or on men of specific books. All according to distinct approach .Some of them classifies his scientific articles according to the Lettering dictionary of the maghreb , authers prefer that of mashreq.The Andalus scintists gave a great works in this matter especially what was related to biographies of Andalusians scholars. التفاعل الإلكتروني وأثره على الوظيفة التربوية للأسرة الجزائرية «دراسة على عينة من الشباب مستخدمي الفيس بوك

يشهد العالم ثورة في تكنولوجيا الاتصال بدت معالم آثارها على حياة الإنسان المعاصر في العديد من المناشط الحيوية المميزة للحياة الاجتماعية المعاصرة وتغلغلت بنفاذ واسع إلى البنى الأسرية، وما يترتب عنها من وظائف كانت إلى عهد قريب قاصرة على الأسرة حاملة خاصية قريبة من القداسة، أما في عصر السيبيرنتيك فإن التكنولوجيا اخترقت تلك الصفة وصارت منافسا شرسا وفاعلا يحصر ذلك الدور التربوي للأسرة ويقوم في أحايين مقابلا له. ويحاول هذا المقال أن يقف من خلال عينة من الشباب مستخدمي الفيس بوك كشف الأثر المحتمل الوقوع على الوظيفة التربوية للأسرة في ظل تأثير شبكة التواصل الاجتماعي على أبنائها الشباب، من خلال أبعاد تذهب في اتجاه تلمس الأثر المذكور على الدور ذي الصلة بنقل أنظومة القيم الثقافية باعتبارها النسق الرمزي المؤسس للعدسة الثقافية للشباب، ومن خلال وظيفة الإعداد الاجتماعي لهم التي من شأنها أن تجعل منهم كائنات اجتماعية متكيفة ميسرة الحياة على نفسها وعلى غيرها، ومن خلال منحنى آخر ووظيفة على الأسرة الإيفاء بها في الدولة الوطنية الحديثة،وهي إعداد الشباب ليكونوا مواطنين صالحين يتشربون القيم السياسية ويداولونها في مستوى الإدراك والفعل تلك هي أهم الخطوط المرغوبة بالبحث والمستهدفة بالدرس. يعتبر البحث آفاق تفعيل الإصلاحات السياسية في الجزائر موضوعا جديرا بالدراسة لما يحمله واقع الممارسة السياسية الراهنة من تناقضات وضغوطات وفرص في ظل التحولات السياسية التاريخية التي تشهدها المنطقة العربية منذ مطلع العام 2011، ويتطلب ذلك البحث في ما تحمله هذه الإصلاحات من مضامين ومستلزمات وكذا الخلفيات والأسباب الكامنة وراءها في ظل تباين الآراء والمواقف إزاءها، بين فريق يعتبر أن هذه الإصلاحات السياسية تهدف إلى الحفاظ على الوضع القائم وآخر يرى أنها ستؤدي إلى تعزيز المسار الديمقراطي في البلاد، ومن ثم وجب بحث آفاق تفعيلها على ضوء المعطيات السياسية الراهنة؛ وذلك بالكشف عن أهمية وثقل عدد من الشروط والعوامل التي يمكن أن تساهم في توجيه هذه الإصلاحات وجهاتها الصحيحة بما يسهم في ترسيخ أسس الديمقراطية الحقيقية . Abstract : The subject of research for the prospects of activating the political reforms in Algeria is a subject worthy of study, As a result of what distinguishes the reality of the current political practice of contradictions and pressures and opportunities in light of the historic political transformations taking place in the Arab region since the beginning of the year 2011. إثبات الإدانة بالجنح والمخالفات في القانون الجزائري

يتعرض هذا البحث لبيان الأدلة القانونية لإثبات الإدانة بالجنح والمخالفات وكيفية استخدامها السليم قصد الوصول لإقرار معادلة صحيحة بين حق المجتمع وحق المتهم في الدفاع بالتعرض لبعض النقائص التي اعترت النظرية العامـة للإثبات الجنائي(المواد 212 حتى 238 من قانون الإجراءات الجزائية) وأدت عند التطبيق لإشكالات كثيرة بسبب الاختـلاف حول تأويل النص القانوني الواحد، ثم اقتراح ما نراه لذلك من حلول. تقييم نظام إدارة الجودة الموافق للمواصفات العالمية الإيزو 9001 في المؤسسة الاقتصادية العمومية- دراسة حالة: مؤسسة نفطال بولاية الوادي

تهدف هذه الدراسة إلى التعرف على مدى فعالية تطبيق نظام إدارة الجودة الموافق للمواصفات العالمية ISO 9001:2008 في المؤسسة الاقتصادية العمومية، حيث تناولت الدراسة في الجانب النظري المفاهيم الأساسية حول الجودة وكذا التعريف بنظام إدارة الجودة ومبادئه الأساسية، في حين خصصنا الجانب التطبيقي كدراسة ميدانية على مستوى مؤسسة نفطال بالوادي. لقد اعتمد الباحث في الجانب التطبيقي على الاستبيان كأداة للبحث التي خص بها الفئة الإدارية بالمؤسسات المدروسة، حيث كان عدد الاستمارات القابلة للتحليل 34، كما استخدم العديد من المؤشرات في المعالجة الإحصائية من أهمها ما يلي: (التكرارات والنسب المئوية، معيار ألفا كرونباخ، المتوسط الحسابي، الانحراف المعياري، تحليل التباين الأحادي، الاختبارات البعدية...) قد تم التوصل من خلال الدراسة الميدانية إلى وجود فعالية في تطبيق بعض مبادئ نظام إدارة الجودة في المؤسسة الاقتصادية محل الدراسة، كما أنها لا توجد فروق ذات دلالة إحصائية حول فعالية تطبيق مبادئ إدارة الجودة في المؤسسة الاقتصادية العمومية المتحصلة على شهادة الايزو 9001 تعزى للعمر والمؤهل العلمي وطبيعة العمل والخبرة المهنية. موجبات الحجر الصحي في الفقه الإسلامي والتشريع الجزائري

يعالج هذا المقال إشكالية العلاقات المنظمة لحياة الأشخاص زمن الأوبئة وانتشار الأمراض المعدية؛ إذ يتعلق الأمر بالحجر الصحي الذي يرتبط في نفس الوقت بالدولة وسلطتها على الأشخاص مفهوما وواقعا . ونريد أن نبين بصورة موجزة أن المقاربة السوسيولوجية للحجر الصحي الأكثر مشروعية تكمن في ضوابط متعددة مستمدة من الشريعة الإسلامية والفقه القانوني لها أبعاد طبية، تاريخية، ووظيفية حيث يبرز دور الإدارة في الفهم الشامل لهذه الآلية. Abstract This article addresses the problematic relations regulating the lives of persons in the period of epidemics and spread of infectious diseases, where it comes quarantine, which is linked at the same time the state and its authority over the people in terms of concept and reality. In this paper, we show briefly that the sociological approach of quarantine the most legality represented in multiple controls are derived from Islamic law and jurisprudence have medicinal dimensions, historical, and functional, where highlights the role of administration in the overall understanding of this mechanism

تهدف هذه الدراسة إلى استبصار واقع السياسة العامة للسكن في الجزائر على ضوء الاحتياجات المتزايدة للسكان والإمكانيات المسخرة من طرف السلطات العمومية لسد العجز في هذا المجال عبر مجموعة من البرامج التي تحاول الجمع بين الجانب الكمي لحاجيات المجتمع والجانب النوعي لجودة الإنجاز أي بين سؤالين محوريين هما: لماذا وكيف؟ واللذان يحتاجان إلى حكامة قطاع يوليه الجزائريون حكاما ومحكومين أولوية قصوى في مسار التنمية الوطنية رغم الرهانات والتحديات الآنية والمستقبلية التي يطرحها على الجميع والتي نحاول توضيحها موضوعيا عبر المقاربة المثبتة في الدراسة. Abstract This study deals with the reality of public policy for housing in Algeria in the light of the growing needs of the population and the possibilities offered by the public authorities to cover the deficit in this field through a range of programs that try to combine the quantitative aspect to the needs of society and the qualitative aspect of the quality of achievement. الطعون الإدارية في العملية الانتخابية

تبحث هذه الصفحات في مدى فعالية الطعون الإدارية التي أقرها المشرع الجزائري، من خلال القانون العضوي رقم (12/01) المؤرخ في 12/01/2012 المتعلق بنظام الانتخابات في ضمان انتخابات حرة ونزيهة، وفي آليات الإشراف والرقابة التي كفلها في سبيل تحقيق ذلك؛ من خلال بيان الأحكام الخاصة باللجان الانتخابية وتلك المتعلقة بمراقبة عمليات التصويت والمنازعات الانتخابية، ثم آليات الإشراف والرقابة على العملية الانتخابية. ABSTRACT: This paper addresses the extent of the effectiveness of the Administrative Appeals approved by the Algerian legislature in ensuring free and fair elections, and in the supervision and control mechanisms that are guaranteed in order to achieve this. This study is through the Organic Law No. (12/01) dated 12/01/2012 relating to the electoral system, where we address the special provisions of the electoral commissions and those on the control of voting and electoral disputes operations. المرتكزات الابستومولوجية لمفهوم الحرب على الإرهاب

لقد تم استخدام مفهوم الحرب على الإرهاب بطرق غير صحيحة ولم تخضع ظاهرة للضغط المعرفي والمعضلات البحثية والإشكاليات الأمبريقية مثلما تعرضت له ظاهرة الإرهاب. من حيث اختلاف الدلالات والمفاهيم والعبارات التي توصف الظاهرة، وهذا ما فتح الباب أمام السياسيين والقادة باستخدام المصطلح بأشكال تختلف عن تصور الباحث المتخصص في إطار النماذج المعرفية السائدة، فالاستخدام غير الصحيح لمفهوم الإرهاب أدى إلى مأزق على مستوى البناء المعرفي، بحيث أصبح المفهوم السائد غير قادر على تفسير حالات اجتماعية راهنة، أو أنه غير قادر على التكيف مع تحولات سياسية وأمنية واجتماعية معينة، أو أن المفهوم لا يقدم حلولا معرفية للمشكلات المرتبطة بالظاهرة. Abstract: The concept of the war on terrorism has been used in ways that are incorrect. Any phenomenon have not been subject to pressure cognitive, research dilemmas and empirical problems as it has happened in the phenomenon of terrorism in terms of the different semantic, concepts and terms that describe the phenomenon. This is what has led politicians and leaders by using the term forms differ from the perception of a specialist in the framework of cognitive models prevailing. ظاهرة المخالفة في استعمال حروف الجرّ بين التناوب والتضمين

تهدف هذه المادة إلى دراسة ظاهرة لغوية بيانية اشتهر بها اللّسان العربي، اتّسمت بالظّهور لثبوتها في سلوك اللّغة وجريانها في لسان العرب؛ هي ظاهرة المخالفة في استعمال حروف الجرّ بمعنى العدول عن القواعد التي بناها النّحاة في أوجه تعدية الأفعال، وتشترك مسائل هذه الظاهرة في مخالفة تركيب الفعل مع الحرف لاستعماله الأصلي، وتختلف في التخريج اللّغوي والبلاغي لهذا التركيب، ونُسب الخلاف في هذه المسألة إلى البصريين والكوفيين، وعلى الرّغم من أنهما ظاهرة واحدة لكنّهم اختلفوا في تفسيرها على مذهبين هما التناوب والتضمين. وتتناول الدّراسة مفهوم كلّ من التناوب والتضمين في الدّرس اللّغوي مع عرض النّقد الموجّه لكلا الرأيين؛ باعتبارهما يشكلان نقطة خلاف في تصوّر المذاهب النّحوية لهذه الظاهرة، ثمّ محاولة تكييف المسألة بلاغيا في ضوء الخطاب القرآني المعجز. ABSTRACT: This article aims to study the phenomenon of linguistic rhetorical famous by the Arab tongue, characterized by appearing in the language and knowledge in the tongue of the Arabs. A phenomenon called the contravention in the use of prepositions rules built by grammarians in aspects of the transitive verbs, the matters participate in this phenomenon contravention the act with the installation of the original character for use, and are different in graduation language and rhetorical for this composition, the proportions of dispute in this matter to the grammarians Albasrah and kufa, and although it is one phenomenon, but they differed in their interpretation on the two directions of rotation and inclusion. The study dealt with the concept of rotation and each modulated in linguistic lesson with the presentation of the criticism both views they are a point of contention in the perception of grammatical doctrines of this phenomenon, and then attempt to adapt rhetorical the matter in the light of the Quranic discourse inimitability

هدفت الدراسة إلى التعرف على أسباب العنف في الوسط الجامعي والحلول الممكنة من وجهة نظر طلبة جامعة الشهيد حمه لخضر بالوادي حسب متغيري الجنس والمستوى الدراسي، وقد تكونت عينة الدراسة من (279) طالبا وطالبة خلال الموسم الجامعي 2014/2015، وتم استخدام أداة أسباب العنف في الوسط الجامعي وأداة الحلول المقترحة للحد منه من وجهة نظر الطلبة، وقد دلت النتائج على أن ضعف الوازع الديني لدى الطلبة وشعورهم بعدم المساواة بين الطلبة وعدم كفاءة الإجراءات التأديبية في ردع بعض المخالفات التي يرتكبها الطلبة داخل الجامعة من أكثر أسباب العنف في الوسط الجامعي، كما دلت النتائج كذلك على أن تجنب التمييز بين الطلبة ورفع وعيهم حول قوانين الانضباط وقيام الأمن بواجباته وإقامة العلاقات الإيجابية بين الطلبة وأعضاء هيئة التدريس من أكثر الإجراءات التي يمكنها أن تحدّ أو تقلّل من العنف في الوسط الجامعي، ولم تظهر فروق ذات دلالة إحصائية في أسباب العنف والحلول المقترحة للحد من العنف في الوسط الجامعي تبعا لمتغيري الجنس والمستوى الدراسي. ABSRACT The present study aimed to identify the causes of violence in the university milieu and the possible solutions from the viewpoint of Hamma Lakhdar University students according to sex, academic level variables. The study sample consisted of 279 male and female students during the academic year 2014/2015.Causes of violence in the university milieu and proposed solutions from students perspective measures were used in the study. The findings showed that the weakness of the religious influence of the students and their feeling of inequality among them and also the inefficiency of the disciplinary measures to deter some of the irregularities committed by students in the university were of the most causes of violence in the university milieu. The results also indicated avoidance of discrimination between students, raising their awareness about the discipline laws, doing security duties and establishing positive relationships between students and members of teaching staff are the most effective procedures that could limit or reduce the violence in the university milieu. The results didn't show any statistically significant differences in the causes of violence and the proposed solutions to reduce violence in the university milieu depending on sex and academic level variables
أحكام الإتلاف الفيروسي للبرامج والبيانات الإلكترونية

يتناول هذا البحث جريمة من الجرائم الإلكترونية، وهي جريمة الإتلاف الفيروسي للبرامج والبيانات الإلكترونية؛ انطلق الباحث في دراسته لهذا الموضوع، من بيان حقيقة الإتلاف الفيروسي، وأركانه، وأضراره على الأفراد والمؤسسات والدول، ثم تطرق لمالية البرامج والبيانات الإلكترونية، ليخلص من خلالها إلى حكم تدميرها وإتلافها، وتعرض لحكم استيفاء المعتدى عليه إلكترونيا حقه بنفسه بإرسال فيروسات للمعتدي، وبيـّن مدى مشروعية استخدام الفيروسات لحماية الأقراص المدمجة من النسخ غير المشروع، ثم بيّـن العقوبة الشرعية لمرتكب هذه الجريمة، وضوابط تضمينه الأضرار الناتجة عن اعتدائه، سواء كانت إتلافا كليا أو جزئيا للبرامج والبيانات، أو تسبب في أضرار أخرى. ABSTRACT This research deals with one of the electronic crimes, It is the crime of virus damaging software and electronic data. The researcher started during this topic with exposing the definition of virus damaging, its pillars, Its harms on the persons, companies and countries. Then, he moved to the financial value of software and electronic data so as to deduce the Provision of its damaging and destruction. Next, he shifted to rehabilitating the right of the victim by himself electronically by sending viruses to the criminal. It also showed the extent of the possibility of using viruses for the safety of CDs from copying. Finally, the researcher showed the punishment for who commits this crime and the criterion of Substituting the harms resulting from his assault either the damage was total or partial concerning the software and data or it leads to other negative effects
