Item منظمة الصحة العالمية والتدابير الصحية في ظل كوفيد19 - دراسة تحليلية اجتماعية اقتصادية-(جامعة الوادي - University of Eloued, 2020-12-10) تجانية, حمزة; ضيف الله, محمد الهادي; لبزه, هشامهدفت هذه الورقة البحثية إلى اتخاذ التدابير التي من شأنها أن تقوم بها الحكومات في ظل جائحة كورونا(كوفيد19)، كما ينبغي للمنظمة الصحة الدولية السهر على مراقبة تفشي الظاهرة، وذلك لتعزيز ودعم الخدمات الصحية، وتحسين التغذية، والسكن، والصرف الصحي، والظروف الاقتصادية، وظروف العمل... ومن أهم التدابير التي تطرقت إليها هذه الورقة البحثية، هي: - ضمان إخضاع الحجر الصحي، والإغلاق، وحظر السفر للمعايير الحقوقية. - حماية المحتجزين والأشخاص في المؤسسات الرعائية، وإيقاف التمييز. - الحق في التعليم والمياه والصرف الصحي وضمان حماية العاملين في قطاع الصحة . - معالجة الآثار غير المتناسبة على النساء والفتيات. وحماية الخصوصية للمرضى. - عدم التمييز في الحصول على الرعاية الصحية وضمان استمرار المساعدات الإنسانية This research paper aimed to take measures that would be taken by governments in light of the Corona pandemic (Covid-19), and WHO should ensure that the outbreak is monitored, to enhance and support health services, improve nutrition, housing, sanitation and economic conditions, And working conditions ... Among the most important measures that this research paper touched upon are: - Ensure quarantine, closures and travel bans are subject to human rights standards. -Protect detainees and people in pastoral institutions, and stop discrimination. - The right to education, water and sanitation, and to ensure the protection of health workers. - Addressing the disproportionate effects on women and girls. And protect patient privacy. - Non-discrimination in access to health care and ensuring continued humanitarian assistance.Item القروض المتعثره واثرها على القطاع المصرفي( دراسة حالة البنوك المصرفية في السعودية للاعوام 2016- 2018 )(جامعة الوادي - University of Eloued, 2020-12-10) محمد ازهر, علي عمادحظيت القروض المتعثرة باهتمام العديد من الاقتصاديين ومتخذي القرار لما لها من آثار سلبية على الاقتصاد الكلي، حيث تعتبر القروض المتعثرة من أكبر المشكلات التي تواجه القطاع المصرفي لما لها من أثر كبير على كفاءة البنوك التجارية واقتصادات الدول بوجه عام، نتيجة إعاقتها للمشاريع التنموية، حيث لا تحقق هذه القروض أية إيرادات، لذلك يلجأ البنك عادة إلى إعادة جدولتها. تناولت الدراسة فصلين الفصل الاول تضمن الاطار النظري للقروض المتعثرة على القطاع المصرفي بشكل عام اما الفصل الثاني تناولت الدراسات السابقة والفصل الثالث من خلال تجربة المصارف في المملكة العربية السعودية واثر القروض المتعثرة فيها . Bad loans have received the attention of many economists and decision-makers due to their negative effects on the overall economy, as non-performing loans are considered one of the biggest problems facing the banking sector because of their significant impact on the efficiency of commercial banks and the economies of countries in general, as a result of their impediment to development projects. These loans generate no revenue, so the bank usually reschedules them. The study covered two chapters; the first chapter included the theoretical framework for bad loans on the banking sector in general. The second chapter dealt with previous studies, and the third chapter examined the experience of banks in the Kingdom of Saudi Arabia and the impact of bad loans there.Item دعم التدقيق الداخلي لحوكمة الشركات في مكافحة الفساد –قراءة في تجربة هولندا-(جامعة الوادي - University of Eloued, 2020-12-10) زرقوط, سارةهدفت هذه الدراسة الى التعرف على ممارسات التدقيق الداخلي والذي يمثل احد ضوابط حوكمة الشركات ، هذه الاخيرة التي تمثل الاداة الاولى لمكافحة ظاهرة الفساد والتي تحول دون تحقيق أهداف التنمية المنشودة ، وتعتبر التجربة الهولندية من التجارب الناجحة في مكافحة الفساد حيث حافظت هولندا على المراتب الأولى طيلة السنوات العشر الأخيرة ، كل هذا في ظل اتباع ضوابط صارمة لتدقيق ونشر القوائم المالية ، الامر الذي يؤدي الى تفعيل الحوكمة على جميع المستويات. وقد تم اعتماد المنهج الوصفي التحليلي من خلال العودة الى المراجع العلمية و المواقع الالكترونية ذات الصلة بمتغيرات الدراسة ، ثم تحليل تجربة هولندا في مجال التدقيق الداخلي كتجربة رائدة يمكن الاستفادة من نتائجها. This study aimed to identify internal auditing practices, which represent one of the corporate governance controls, the latter which represents the first tool for combating the phenomenon of corruption and which prevents the achievement of the desired development goals. The Dutch experience is considered one of the successful experiences in combating corruption as the Netherlands has maintained the first ranks throughout the years. The last ten, all this in light of strict controls for auditing and publishing the financial statements in order to achieve effectiveness governance at all levels. The descriptive and analytical approach was adopted by going back to the scientific references and websites related to the study variables, then analyzing the Netherlands experience in the field of internal auditing as a pioneering experiment that can benefit from its results.Item دور الحوكمة المحلية في تحقيق التنمية الريفية المستدامة(جامعة الوادي - University of Eloued, 2020-12-10) معزوز, زكيةفي ظل مختلف المشاكل والاختلالات التنموية التي تعاني منها المناطق الريفية أو ما أطلق عليها بمصطلح مناطق الظل على مستوى البلاد، وأمام حتمية التنويع الاقتصادي وضرورة تحقيق التوازن الجهوي للتنمية، كان لابد من تكاثف مختلف الجهود من أجل ايجاد الحلول الناجعة للنهوض بواقع التنمية بهذه المناطق، خاصة وأننا نلاحظ مساهمتها المحورية في اقتصاديات عديد الدول التي حققت أشواطا متقدمة من التنمية المستدامة في عديد المجالات. ولعل أن أبرز هذه الحلول اليوم ونحن نشهد انطلاقة جديدة للدولة في جميع الميادين هو ما يعرف بالحوكمة المحلية، التي من شأنها تشكيل القاعدة السليمة، وتهيئة البيئة المثالية، وتوفير الشروط التكيفية مع خصوصيات هذه المناطق، والتي من شأنها دفع عجلة التنمية المستدامة بها. In light of the various development problems and imbalances that rural areas suffer from, or what has been called the term shadow areas at the country level, and in the face of the inevitability of economic diversification and the need to achieve regional balance for development, various efforts had to be intensified in order to find effective solutions to advance the realities of development in these areas, especially We note its pivotal contribution to the economies of many countries that have achieved advanced steps of sustainable development in many areas. Perhaps the most prominent of these solutions today, while we are witnessing a new start for the state in all fields, is what is known as local governance, which would form the right base, create an ideal environment, and provide adaptive conditions with the peculiarities of these areas, which would advance sustainable development in them.Item المدن التراثية: أشكال تثمين وإنقاذ تجهيزاتها العمومية، المدينة العتيقة للعرائش نموذجا(جامعة الوادي - University of Eloued, 2020-12-10) الوكيلي, سلمىتهدف هذه الدراسة إلى رصد أشكال التدخل التي شهدتها المدينة العتيقة للعرائش بغرض الحفاظ على نسيجها العمراني التقليدي وتجهيزاتها العمومية وكذلك اقتراح بعض الوظائف البديلة التي يمكن أن تسهم في إضفاء طابع جديد على هذا النسيج مع مراعاة الحفاظ على العناصر الاصلية للمبني، توصلت الدراسة إلى أن هذه المدينة نالت حظها من تفعيل مجموعة المشاريع بهدف رد الاعتبار للمجال والساكنة بالرغم من أنها جاءت متأخرة قليلا، هذه المشاريع شارك في وضعها وإنزالها فاعلون ومتدخلون متعددون سواء في مجال التراث أو غيره. مما كان وسيكون له دور مهم في تنمية المدينة وخلق وظائف بديلة تهم التجهيزات التي تتواجد في وضعية متدهورة وإعطائها قيمة أكبر وجعلها أكثر ملاءمة لمزاولة وظائف تعود بالنفع على النسيج العتيق للعرائش والساكنة. This study aims at monitoring the forms of intervention that the ancient city of Larache underwent to preserve its traditional urban fabric and public equipment, and propose some substitute jobs that could contribute to give a new character to this fabric. This is done by taking into account the preservation of the original elements of the structure behind. The study’s finding is that this city got its luck from kickstarting a group of projects with the aim of restoring respect to the field and the inhabitants, although it occurred a little late. Multiple actors and interveners participated in the development and implementation of these projects, whether it be with the mindset of leaving a legacy or something else. This has had and will have an important role in the development of the city and the creation of alternative jobs related to the existing equipment in a deteriorating situation, giving it a greater value and making it more suitable for preserving occupations that benefit the ancient fabric of Larache and the inhabitantsItem دينامية الأنشطة غير الفلاحية بالمجالات الجبلية: دراسة ميدانية لجماعتي سيدي المخفي وتكريكرة(جامعة الوادي - University of Eloued, 2020-12-10) عاشي, يوسفينصب هذا المقال في دراسة واقع ودينامية الأنشطة غير الفلاحية ومسألة التنمية الترابية بجماعتي سيدي المخفي وتكريكرة، حيث عرفت الجماعتان تحولات سوسيومجالية عميقة ساهمت في تراجع نظام الانتجاع، والانتقال إلى الاستقرار وتكثيف الأنشطة الزراعية والاتجاه نحو الاعتماد على الأنشطة غير الفلاحية، التي أصبحت تفرض نفسها كبديل اقتصادي واجتماعي وكمدخل أساسي لتحقيق التنمية الترابية، في ظل تزايد الضغط على الموارد الترابية، وذلك في إطار بحث الساكنة المحلية عن أشكال جديدة لتدبير مواردها والتكيف مع التحولات التي فرضتها الظروف الراهنة المتسمة بانفتاح المجالات الجبلية وهيمنة اقتصاد السوق وتدفق الاستثمارات، وكذلك البحث عن أشكال التكيف مع الظروف المناخية المتسمة بندرة المياه وهشاشة الأوساط الطبيعية. This article focuses on the study of the reality and dynamics of non-agricultural activities and the territorial development in Sidi El Makhfi and Tigrigra, these two communities having experienced profound socio-spatial transformations, which have contributed the decline of transhumance, and the transition to stability and intensification of agricultural activities, and the tendency to rely on non-agricultural activities. The changes taking place in the world today have greatly affected the nature of the business environment, which in turn has become characterized by rapid developments. Organizations have therefore sought to focus their efforts on adapting to the requirements of the modern environment by enhancing their systems and adopting new performance methods. This study aims to present the accounting information system as a center for following up economic events and processing the resulting data, and the dimensions of knowledge management as a recent thinking for the organizations. This strategic importance is driving managers to use internal audit as a tool to control and improve the management of this function. In order to understand the importance of internal audit in the effective management of training, we carried out an internal audit mission of this function within the company ENAGEO, a subsidiary of the oil group SONATRACH. This case study allowed us to confirm the positive contribution of internal audit to the improvement and efficiency of training management.Item أهمية الإقتصاد البنفسجي كمدخل استراتيجي لإستكمال الإقتصاد الأخضر نحو الإستدامة(جامعة الوادي - University of Eloued, 2020-12-10) غوال, نادية; بلهادف, رحمةتهدف هذه الدراسة إلى تقديم رؤية شاملة حول الإطار المفاهيمي لكل من الإقتصاد الإخضر والإقتصاد البنفسجي مع محاولة معرفة أوجه التشابة والتكامل بينهما، وقد توصلنا إلى أن هناك علاقة ترابطية وتكاملية بين الإقتصاد الإخضر و الإقتصاد البنفسجي باعتبار هذا الاخير يعمل على تثمين العائد الثقافي للسلع و الخدمات ما يعزز انتهاج انماط انتاج و استهلاك مستدامة وبالتالي تحقيق الإقتصاد المستدام. This study aims to present a comprehensive view on the conceptual framework for both the green economy and the purple economy with an attempt to know the similarities and complementarities between them, and we have concluded that there is a correlative and complementary relationship between the green economy and the purple economy as the latter works to evaluate the cultural return of goods and services. It promotes sustainable production and consumption patterns Thus achieving a sustainable economy.
