العدالة الانتقالية كمقاربة لبناء الأمن المجتمعي في دول الحراك العربي

Abstract

يعد موضوع العدالة الانتقالية من المواضيع التي تحظى باهتمام كبير داخل الاوساط الأكاديمية والسياسية، خصوصا عند ربطها بأمن واستقرار المجتمعات، إذ تشكل العدالة الانتقالية مقاربة مهمة لبناء الأمن المجتمعي في مرحلة ما بعد الصراع، نظرا لما تحويه من ضمانات للتعايش والسلم المجتمعي، كما أنها تعمل على عدم العودة للسلطوية و منع انتهاك حقوق الإنسان و العمل الجاد كشف مرتكبيها وأتاحت لهم فرصة الاعتراف بأخطائهم، بغرض خلق مجتمع قادر علي تجاوز إرث الماضي دون إهدار لحقوق ضحايا. وبالنظر للتحديات والاضطرابات التي أصابت البناء الاجتماعي في العديد من دول الحراك العربي في المرحلة الانتقالية، جاءت فكرة هذه الدراسة ترتكز أساسا على تحليل معضلة الأمن المجتمعي في الدول العربية انطلاقا مقاربة العدالة الانتقالية، وذلك من خلال البحث في دور العدالة الانتقالية في التأسيس للأمن المجتمعي في الدول العربية، من خلال استقراء مسار التجارب العربية و تقييمها. The issue of transitional justice is a subject of great interest in academic and political circles, Especially when linked to the security and stability of societies, and Transitional justice is an important approach to building community security in the post-conflict phase, As it works to not return to tyranny and prevent the violation of human rights and hard work to expose the perpetrators and gave them the opportunity to recognize their mistakes, In order to create a society capable of overcoming the legacy of the past without sacrificing the rights of victims. In view of the challenges and disturbances that have affected social construction in many Arab countries in the transitional period, The idea of this study is based mainly on analyzing the dilemma of community security in the Arab countries based on the approach of transitional justice, By researching the role of transitional justice in establishing social security in the Arab countries by extrapolating and evaluating the Arab experience .
