تـــــــوازن القوى في النظــــام الـــــدولي

Abstract

التوازن الدولي مبدأ أو سياسة تتبعها دولة أو تحالف دولي، في مواجهة دولة أو تحالف دولي آخر، بحيث لا يتاح لدولة مع حليفاتها، الإستئثار بالنفوذ الدولي وفرض سيطرتها على باقي الدول.. إن التحولات الجذرية التي طرأت على النظام الدولي، بفعل تداعيات العولمة التي مست كافة الميادين، أدت إلى واقع أن كلما كانت الدولة قادرة على السيطرة أو التأثير بشكل كبير على أكبر عدد ممكن من أشكال العولمة، زادت قدرتها على السيطرة والإنفراد بإدارة شؤون العالم، أي كلما كانت كفة توازن القوى لصالحها. لقد أثر زوال الاتحاد السوفييتي بعمق على تغير ميزان القوى، وبات النموذج في مفترق طرق. فأصبحت أغلب الدول محصورة بين الهيمنة الأمريكية وتناقضاتها الداخلية، دفع الأمر ببعضها إلى التكتل وبقي البعض الأخر يواجه مصيره العسير. كما أن القوى الصاعدة أضحت مضطرة للإنتقال من الدفاع إلى الهجوم، في إطار بحثها عن بنية جديدة للقضاء على حواجز التطور المتوازن لدول العالم، والتخلص من قوى الهيمنة الدولية، لأجل عالم جديد قائم على التطور الحر والمتوازن، يحقق الشرط الإنساني. Abstract: International balance is a principle or policy of a State or an international alliance, to address a State or another international alliance, so that a State with its allies cannot take advantage of international influence and control over other States. The radical changes that have taken place in the international system, owing to the repercussions of globalization that have affected all fields, have led to the fact that the more the State can control or significantly influence as many forms of globalization as possible, the more it will be able to control and manage the world's affairs alone, that is, the more the balance of power is in its favour. The demise of the Soviet Union has deeply affected the changing balance of power, and the model is at a crossroads. Most States had become confined to American hegemony and internal contradictions, leading some to conglomerate and others to face their own difficult fate. As part of their search for a new structure to eliminate the barriers to the balanced development of the world's nations and to eliminate the forces of international hegemony for a new world based on free and balanced development, which meets the human condition, the rising Powers are obliged to move from defence to attack.
