أثر الحوكمة الجيدة لصناديق النفط على التنويع الاقتصادي صندوق النفط النرويجي نموذجا

Abstract

نهدف من خلال هذه الدراسة البحثية إلى تبيان أثر الحوكمة الجيدة لصندوق النفط على التنويع الاقتصادي في النرويج، وذلك باستخدام دراسة قياسية نسعى من خلالها إلى بناء نموذج قياسي يبين أثر مؤشرات الحوكمة الجيدة لترومان (الهيكلة، الحوكمة، المساءلة والشفافية، سلوك الصندوق) على مؤشر هيرفندال هيرشمان للتنويع الاقتصادي في النرويج خلال الفترة 2007 - 2018. توصلنا من خلال الدراسة إلى أن النرويج ورغم الموارد النفطية الهامة التي تتمتع بها إلا أن اقتصادها يتميز بالتنويع الجيد بين مختلف القطاعات الصناعية والزراعية وقطاع الخدمات، وقد بينت نتائج الدراسة القياسية أن مؤشرات الحوكمة الجيدة لصندوق النفط النرويجي، والذي يعتبر الصندوق الأول عالميا حسب مؤشر ترومان لحوكمة الصناديق السيادية كان لها أثر ايجابي كبير على مؤشر هيرفاندال هيرشمان للتنويع الاقتصادي وهذا ما يتضح من خلال النموذج القياسي. Through this study, we aime to develop a standard model of the impact of oil fund governance on economic diversification in Norway during the period 2007-2018. The Norwegian oil fund governance was evaluated using the Truman index which is divided into four criteria: structuring, governance, accountability and transparency, fund behavior, while economic diversification was measured using the Herfindahl-Hirschman index. We concluded that the Norwegian Oil Fund is characterized by good governance, as it is the first fund in the world according to the Truman Sovereign Fund Governance Index. The good governance of the fund has led to huge financial returns on its assets investments. These investments contributed to the diversification of the Norwegian economy and reduced dependence on the oil sector. This result was confirmed by the standard model that showed the positive impact of oil fund governance on the Hervandal Hirschmann index in Norway.
