Abstract

"ملخص موضوع المذكرة موسوم ﺑ: ""الرخص الفقهية لرجال الحماية المدنية: نماذج مختارة""، وإشكاليته التي حاول الإجابة عنها تتركز في الرخص الفقهية التي يلجأ إليها رجال الحماية المدنية حتى يتسنى لهم تأدية الواجبات المهنية في الإطار الشرعي والقانوني والإنساني، بما يعود عليهم باليُسر في إنجاز بالمهام المنوطة بهم دون التفريط في القيام بالتكاليف الشرعية. والموضوع تكون من ثلاثة مباحث: الأول منهم كان للتعريف بعناصر البحث والتطور التاريخي لمهام الحماية المدنية، بينما الثاني خُصص لمسائل في العبادات وبالتحديد في الصلاة، والثالث تركز حول بعض المسائل التي تخص رجال الحماية مع المرضى من النساء. وأهم نتيجة خَلُصَ إليها البحث أن العمل في مجال الحماية المدنية يكتسي أهمية بالغة لتعلقه بإنقاذ أرواح الناس وممتلكاتهم، بشرط التقيُّد بالضوابط والرخص الفقهية والشرعية، وإعمال المقاصد، والنظرة الإنسانية. والتوصية المهمة التي اقترحها البحث دعوة الباحثين لدراسة الحماية المدنية كل من تخصصه."Summary The title of the dissertation is "" Legal concessionary for civil protection men: Selected models "", And his problem that he tried to answer Concentrated in the concessionary of jurisprudence, That the Civil Protection personnel resort to in order for them to perform their professional duties in the legal, legal and humanitarian frame work in a way that brings them ease in accomplishing the tasks entrusted to them without neglecting the legitimate costs. The dissertation consists of three topics: The first of them was to introduce the elements of research and historical development of civil protection tasks, While the second is devoted to matters of worship, specifically prayer, And the third focuses on some issues that concern men who protect themselves with illness from women. The most important conclusion of the research is that work in the field of civil protection is of great importance because it relates to saving lives and property, Provided that the rules and licenses of jurisprudence and Sharia, implementation of the objectives, and the humanitarian view. The important recommendation proposed by the research is to invite researchers to study civil protection, each of his specializations."
