جوانب من التنظيم المالي في الجزائر خلال العهد العثماني

Abstract

الملخص: كان للنظام المالي أهمية كبيرة في اقتصاد الجزائر خلال العهد العثماني، فقد تنوعت النقود المتداولة بين ما هو محلي وأجنبي، بل مثل سكها في الجزائر رمزا من رموز السيادة والاستقلالية عن الدولة العثمانية، وكانت مداخيل الإيالة تعتمد في بدايات العهد العثماني على عوائد الجهاد البحري، كما مثلت الضرائب جزء هاما من المداخيل لاسيما مع تراجع موارد الجهاد البحري، بل تميزت سياسة الإدارة العثمانية بإجحاف النظام الضريبي الذي أدى إلى تمردات وعدم استقرار، كما تعددت أوجه النفقات، غير أن أغلبها كان موجها إلى رواتب الجنود والموظفين وبعض المرافق العامة. Abstract: The financial system was very important in the economy of Algeria during the Ottoman period, circulating coins varied between local and foreign, also the mint in Algeria was a symbol of sovereignty and the independence from the Ottoman Empire, the revenues of this regency at the beginning of the Ottoman reign depended mainly on the Maritime Jihad, taxes were also considered as a significant part of income, especially with the dwindling marine resources of the Maritime Jihad, indeed the policy of the Ottoman administration was characterized by a tax system that led to rebellions and instability, moreover, a large part of the expenses was directed to the salaries of soldiers, employees and some public utilities.
