دور الأمين العام لمنظمة الأمم المتحدة بين العوائق و الإصلاح

Abstract

باتت مسألة إصلاح منظمة الأمم المتحدة على جميع المستويات أمرا ضروريا و ملحا، خاصة في ظل عجزها على حل الأزمات الدولية الراهنة خاصة الأزمة السورية، و تختلف مستويات هذا الإصلاح على اختلاف خصوصية كل جهاز فيها، ومن أهمها منصب الأمين العام للمنظمة الذي مر بمراحل عديدة من تفاوت الأدوار خلال السبعين سنة الماضية تأرجحت بين أدوار فاعلة و أدوار ضعيفة، ما أدى إلى ظهور عدة محاولات لإصلاح هذا المنصب عبر تعاقب الأمناء العامين، ولعل أكثرها جدية تقارير بطرس بطرس غالي، كوفي عنان إلى الجمعية العامة للأمم المتحدة، اللذان لخصا فيها اتجاهين للإصلاح عموما هما: طريقة التعيين في المنصب، و دعم عمل الأمين العام من خلال إصلاحات مالية و إدارية خاصة على مستوى الأمانة العامة للأمم المتحدة، لكن تبقى هذه المحاولات تلقى اعتراضا من بعض الأطراف في المنظمة لعدة أسباب، مما يبقي هذا الموضوع محل استقطاب قوي تفرضه موازين القوى الدولية. The reform of the U.N become necessary, specially after its failure to solve the international crises like the Syrian crises, the reform must touch all the organs of the international organization, Inter Alea the post of the secretary, witch transformed in 70 years, between effective and ineffective role, that were the motive to several attempts to reform the post of the U.N general secretary, the most important employee in the organization, how guaranty the mediation between the states members and the organization. This poste were the subject of several reports of reform by many secretaries of the U.N especially Boutros Boutros GHALI and KOFI Annan, consisted to: reform the way of selection of the secretary, and support it by financial and administrative resources, this attempt were face to many objections, due to the international balance of forces.
