Abstract

تهدف هذه الدراسة إلى تسليط الضوء حول موضوع تمويل المشاريع الاقتصادية عن طريق منصات التمويل الجماعي، من خلال بناء أساس نظري حول التمويل الجماعي وأهميته بإعتباره أحد المصادر المستحدثة لتمويل المشاريع الاقتصادية من جهة وأساس تحليلي تمثل في تشخيص واقع التمويل الجماعي على المستوى العالمي والعربي، الذي تم فيه عرض بعض التجارب الدولية بالتركيز على عوامل الإستقطاب من خلال الإحصائيات والدراسات الدولية في هذا الموضوع، للتمكن من رؤية آفاقه المستقبلية في ظل التحديات التي يواجهها من جهة أخرى وقد خلصت الدراسة إلى أنه بالرغم من تطور نشاط منصات التمويل الجماعي بشكل ملحوظ في عدد من دول العالم، إلا أن نموها في الدول العربية لا يزال محدودا ودون المستوى وأشارت النتائج إلى قلة عدد منصات التمويل الجماعي العربية وانتشارها المحدود بالمقارنة مع الأجنبية، لعدم نضج ثقافة التمويل الجماعي في العالم العربي وغياب تطبيق الإطار الرقابي والتشريعي المنظم لأداء منصات التمويل الجماعي في معظم الدول العربية، كما أن هناك العديد من العقبات التي تواجه التمويل الجماعي في الجزائر والتي من أهمها غياب التنظيم، التخوف من الاحتيال ونقص المعلومات والتوعية في هذا النوع من التمويل. "This study aims to shed light on the topic of financing economic projects through crowdfunding platforms. It does so by building a theoretical foundation on crowdfunding and its importance as an emerging source for financing economic projects، on the one hand. On the other hand، it provides an analytical framework to diagnose the reality of crowdfunding at the global and Arab levels. This includes presenting some international experiences with a focus on attraction factors، based on statistics and international studies on the subject. The goal is to gain insight into the future prospects of crowdfunding in light of the challenges it faces. The study concludes that despite the significant development of crowdfunding platform activity in a number of countries around the world ، its growth in Arab countries remains limited and below par. The results indicate a small number of Arab crowdfunding platforms with limited spread compared to foreign ones. This is due to the lack of a mature crowdfunding culture in the Arab world and the absence of a regulatory and legislative framework to govern the performance of crowdfunding platforms in most Arab countries. Moreover، there are several obstacles facing crowdfunding in Algeria، the most important of which are the lack of regulation، fear of fraud، and a lack of information and awareness about this type of financing.
