القيادة السياسية ودورها في حماية المال العام من الفساد –مقاربة مقاصدية

Abstract

: المال عصب الحياة ونعمة من نعم الله تعالى على عباده، جبلت النفوس على حبه والاستئثاربه، والمال العام منفعته عامة يشترك فيها جميع الناس، والدولة ممثلة في سلطاتها هي المخولة في حفظه، بناء على ذلك جاءت هذه الورقة البحثية لإبراز دور القيادة السياسية في الحفاظ على المال العام من الفساد. وتوصلت الدراسة إلى ضرورة إعادة قراءة التاريخ الإسلامي والإفادة من تجارب القيادات السياسية الناجحة باعتبارها محطات إيجابية لتنزيلها على الواقع، وضبط معايير تعيين كبار الموظفين في الدولة مع إلزامية إحصاء ثرواتهم قبل وبعد تولي الوظيفة والتصريح بها أمام الشعب لإشراكه وإعطائه حق الرقابة، كذلك تفعيل أسلوب الرقابة والتفتيشوالزيارات الميدانية لمختلف الوظائف وكل الولايات لمنع الخروقات المالية التي تفتح الشهية للمفسدين للعبث بالمصالح العامة للأمة. Abstract : Money is the nerve of life and a blessing of the Almighty Allahon his worshippers. Souls are inclinedto its love and monopolize, public money is beneficial to all people. The State represented by its jurisdictionsis the one authorized to preserve it. Therefore, this paper came to highlight the role of the political leadership in preserving public money from corruption. The study found the need to re-read Islamic history and benefitsfrom the successful experiences of political leaders. Moreover, consider them as positive cases to project into reality, to regulate the criteria for the appointment of senior officials in the State with the obligation to count their wealth before and after taking office and to declare it to the people for their participation and control. It also allowsthe methods of monitoring, inspection and field visits to various functions and states to prevent financial breaches that open the appetite for spoilers to tamper with the nation's general interests
