Abstract

إن ما شهده العالم في الآونة الأخيرة من نمو متسارع لوسائل الإعلام والاتصال أحدث ثورة تكنولوجية معلوماتية عارمة اجتاحت العالم بأسره وفي شتى المجالات , واقترن مع هذا الاجتياح والتوسع سوء استخدام لهذه الوسائل لتظهر بذلك جرائم مستحدثة تخالف الجرائم التقليدية من حيث ماهيتها وطبيعتها وخصائصها ومكان وقوعها وأوصاف مجرميها، وهو ما خلق مجموعة من التحديات أمام الباحثين والفقهاء . وفي ظل هذا التقدم العلمي والتقني الذي فتح آفاقا جديدة وجلب معه مشكلات ومخاطر جديدة، أصبح لزاما على الجهات الأمنية والتشريعية والقضائية أن تطور أساليبها ووسائلها كي تتمكن من التعامل والتعايش مع عصر الثورة المعلوماتية بما يفضي لمكافحة هذا النوع من الإجرام. What the world has witnessed in the recent period of rapid growth of the media and communication has brought about a massive information technology revolution that swept the whole world and in various fields, and this invasion and expansion was accompanied by the misuse of these means to reveal new crimes that contradict traditional crimes in terms of their nature, nature, characteristics, place of occurrence and descriptions of their criminals. Which created a set of challenges for researchers and jurists. In light of this scientific and technical progress, which opened new horizons and brought with it new problems and risks, it became imperative for the security, legislative and judicial authorities to develop their methods and means in order to be able to deal and coexist with the era of the information revolution, conducive to combating this type of crime
