Abstract
The success of scientific innovation and industrial
innovation requires good coordination between the
university as a "producer" of innovation and its
beneficiary: the "customer", the government in all its
institutions, especially the public institutions and
productive and service sectors.
To the extent that the overall strategic plan of the
government should be stimulating, it requires that
the university be at the level of the direction of the
government and its partners. So that the university
will not be overwhelmed by itself; the role of the
economy and society will be forgotten, and the state
will have no chance of achieving sustained economic
growth based on scientific research, technological
innovation and managerial innovation.
Modern methods of management are based on the
need for the university to adopt the concepts of
management according to the overall quality, to
create the appropriate environment for the industry
and marketing creativity and innovation.
Based on the above, good and effective
coordination between the government, the university
and the institutions makes the creativity and
innovation in products and services move according
to a clear plan between the university as a product of
innovation and creativity, and the government and
companies as a customer.
The following research problem can be posed:
What are the mechanisms for coordinating the
innovation and creativity industry between the
government, companies and the university?
We will trying to answer the main question:
1. What is the importance of creativity and
innovation in the higher education sector?
2. What is TQM's relation to creativity and
innovation in the university?
3. How does the university prepare the conditions
of creativity and innovation and what are the means
of marketing them?
4. What role does the Government and the
University play in the direction of creative and
innovative knowledge production?
Based on the questions raised, the main points of
the research paper can be summarized as follows:
Methodology of the study.II - Concepts of creativity and innovation in the
higher education sector.
Third: The relationship between TQM and
creativity and innovation in the university.
Fourth: The main incubator to create creativity and
innovation.
V. Creativity and innovation between the directions
of government, companies and the university.
