Abstract
تهدف هذه الورقة الى تتبع التطور التاريخي لمفهوم التنمية المستدامة منذ ظهور الفكرة على الصعيد العالمي إلى غاية اعتمادها كمبدأ عالمي للتخطيط. كما تعلج الأبعاد الأساسية والثانوية للتنمية المستدامة وتتبع التطور المتتابع للأهداف التي ارتبط بها تطور التنمية المستدامة على صعيد الأمم المتحدة. لذلك يسمح قياس التنمية المستدامة بـتقييم الجهد المبذول لتحقيق الأهداف المنشودة، تم التوصل الى اعتماد عدة أنواع من مقاييس التنمية المستدامة تنقسم الى ثلاث مجموعات رئيسية هي: الأدلة، المقاييس العامة وأخيرا مجموعات المؤشرات. تم تطبيق هذه الأنواع من المقاييس على حالة الجزائر ومقارنتها مع مجموعات مشابهة مثل مجموعة دول الشرق الأوسط وشمال افريقيا، مجموعة الدول متوسطة الدخل الدنيا. ومع منظمة التعاون الاقتصادي والتنمية كأحسن نسب عالمية. وتم التوصل الى ان الجزائر تسير وبشكل عام نحو تحقيق بعض أهداف التنمية المستدامة على المسار الصحيح، البعض الآخر يعرف تحديات طفيفة وبعضها يواجه تحديات عميقة وجوهرية.
This paper aims to trace the historical development of the concept of sustainable
development from the emergence of the idea at the global level until its adoption as a global
principle of planning. It also addresses the primary and secondary dimensions of sustainable
development and tracks the successive development of the goals to which the development of
sustainable development has been linked at the United Nations level. Therefore, measuring
sustainable development allows evaluating the effort to achieve the desired goals. It was reached to
adopt several types of sustainable development measurements, divided into three main groups:
indexes, general standards, and finally groups of indicators.
These types of measures were applied on the case of Algeria and compared with similar
groups such as the Middle East and North African countries and lower middle-income countries
group, and with OECD group as the best performance. we concluded that Algeria is moving
towards the achievement of some sustainable development goals on the right target, some goals
know minor challenges and others face deep and fundamental challenges
