دور الوكالة الوطنية لدعم و تشغيل الشباب في استيعاب مخرجات قطاع التعليم العالي

Abstract

" تعد مشكلة البطالة وتوظيف القوى العاملة من اهم القضايا التي توليها الدولة أهمية كبيرة لما لها من أثار سلبية على المستوى الاجتماعي والاقتصادي والسياسي بالجزائر , ومن المشكلات الهامة لأزمة البطالة مشكلة مدى ملائمة مخرجات التعليم العالي لاحتياجات سوق العمل . لذلك ومن أجل استقطاب افضل للموارد البشرية من الطلبة المقبلين على التخرج سعت الدولة لرسم سياسات تشغيل متنوعة البرامج والاهداف والاعتماد على وكالات وطنية وأجهزة إدارية تابعة للدولة لها فروع محلية مسؤولة عن تسيير برامج التشغيل بمختلف أنواعها. وانطلاقا من موضوع الدراسة المبنية على تقديم لمفهوم سياسة التشغيل في الجزائر واهدافها وابعادها والأثار المترتبة عنها , وتقديم دراسة وصفية حول سياسة التعليم العالي وعلاقاتها بالتشغيل والتحديات التي تواجهها البرامج التعليمية الجامعية في ملائمة متطلبات سوق العمل , أما من الناحية المؤسساتية القانونية فقد تم اختيار الوكالة الوطنية لدعم وتشغيل الشباب ANSEJ كمؤسسة وطنية تسعى من خلال برامج التشغيل لديها المبنية على الدعم والتمويل والمرافقة لخلق مشاريع تنموية في شكل مؤسسات صغيرة ومتوسطة تستهدف الطلبة المقبلين على التخرج , والعمل على إيصال محتوى هذه البرامج للطلبة لاستقطابهم نحو تخصصات تلائم برامج وسياسات الوكالة . لذلك ستتم الاحاطة بمختلف ابعاد هذا الموضوع انطلاقا من التركيز على النقاط التالية : - سياسة التشغيل في الجزائر الواقع والتحديات - سياسة التعليم العالي في الجزائر واهم الإصلاحات - دراسة حالة الوكالة الوطنية لدعم وتشغيل الشباب فرع ولاية الوادي ( البرامج والآليات والواقع)

""The problem of unemployment and employment of the workforce is one of the most important issues that the state attaches to great importance due to its negative effects on the social, economic and political level in Algeria, and one of the important problems of the unemployment crisis is the problem of the suitability of higher education outputs to the needs of the labor market. Therefore, in order to better attract human resources from students who are about to graduate, the state has endeavored to draw up employment policies with a variety of programs and objectives, and to rely on national agencies and state administrative bodies that have local branches responsible for running various types of employment programs. And based on the subject of the study based on an introduction to the concept of employment policy in Algeria, its objectives, dimensions, and implications for it, and a descriptive study on the policy of higher education and its relations with employment and the challenges faced by university educational programs in meeting the requirements of the labor market. As for the institutional and legal aspect, the National Agency was chosen to support And youth employment ANSEJ as a national institution seeks through its employment programs based on support, funding and accompaniment to create development projects in the form of small and medium institutions targeting students who are about to graduate, and work to communicate the content of these programs to students to attract them to specializations that fit the programs and policies of the agency Therefore, the various dimensions of this topic will be briefed, based on the focus on the following points: - Employment policy in Algeria, reality and challenges - Higher education policy in Algeria and the most important reforms - Case study of the National Agency for Youth Support and Employment of El Oued Branch (programs, mechanisms and reality).
