الوازع الاجتماعي وتنظيم المجتمع القبلي حسب ابن خلدون

Abstract

ملخص: تتناول هذه الورقة الوازع كقوة اجتماعية وضرورة طبيعية لقيام المجتمع القبلي حسب تعبير ابن خلدون. محاولين في هذا الشأن تبيان أهميته في إرساء قواعد الدولة ، وفي تنظيم العلاقات بين الأفراد من أجل التعاون وحفظ النوع البشري من جهة أخرى، لاستحالة بقاء الناس فوضى دون حاكم يزع عدوانهم. كما سنحاول تبيان أشكال الوازع حسب ابن خلدون في الوسطين البدوي والحضري، وبيان أي الأشكال يكتسي أهمية أكبر بالنسبة له أيضا، سواء في ضمان الأمن الخارجي للقبيلة أو في تأسيس السلطة المركزية للدولة. وأخيراً تحاول الورقة إعطاء صورة واضحة عن دور الوازع كقوة مدافعة بالنسبة للمجتمع القبلي أو قوة مطالبة بالسلطة السياسة. Abstract: This paper examines the concept of "waz' " as a social force and a natural necessity for the establishment of tribal society, according to Ibn Khaldun. It aims to clarify its importance in laying the foundations of the state and in organizing relations among individuals for cooperation and the preservation of the human species, as it is impossible for people to remain in chaos without a ruler to regulate their conflicts. We will also explore the forms of waz' as described by Ibn Khaldun in both nomadic and urban contexts, analyzing which forms hold greater significance for him in ensuring the external security of the tribe and in establishing the central authority of the state. Finally, the paper seeks to provide a clear picture of the role of waz' as a defensive power for tribal society or as a force demanding political authority.
