Abstract

بالنظر إلى كثرة البحوث التي تصب في دراسة التنمية المحلية المستدامة ،واقعها ،عراقيلها وآداؤها…،إرتأينا من خلال هذا البحث تسليط الضوء على إشكالية فجوة التخطيط للتنمية المحلية المستدامة في ظل خصائص التنظيم الإداري للولاية وما يتيحه هذا الأخير من أدوات وصلاحيات للمخطط المحلي من أجل إحداث وثبة التنمية ،وعليه يهدف هذا البحث الى تحديد شكل التنمية المحلية المستدامة في الجزائر من خلال تحليل مؤشراتها و معرفة الحدود والإمكانيات المتاحة للمخطط المحلي من أجل التخطيط للتنمية المحلية المستدامة ،وأهم ما خلصت إليه الدراسة هو أن التخطيط المحلي مقيد بحكم طبيعة التنظيم ،وجوهر التنمية المحلية المستدامة يكمن في التوزيع العادل والكفئ لمشاريع التنمية بين مختلف الأقاليم دون المساس بقيمة الأرض ،على اعتبار أن التنمية المحلية هي عبارة عن استثمار مادي في الهياكل والمرافق والبنية التحتية ،هذا مع مراعاة تطور حجم السكان وتطور حاجاتهم كمتغير أساسي في هذه العملية . : In view of the large number of research that is devoted to the study of sustainable local development (SLD) its obstacles, performance and, this research focuses on the problem of the planning gap for SLD in light of the characteristics of the administrative organization, this research aims to determine the form of SLD in Algeria by analyzing development indicators, in addition to knowing the limits and possibilities available to the localgovernor in order to plan for SLD, and the most important conclusion is: the essence of SLD lies in efficient and equitable planning for the use of the land, so that development projects are distributed fairly and efficiently among the various regions, the development of population size and the development of their needs is the basic variable that directs this process
