دور البلديات في تنمية مجتمعات المناطق الحدودية والمشاكل التي تواجهها

Abstract

إن موضوع تنمية وتطوير المناطق الحدودية أصيح موضع دراسة ومراجعة شاملة في الوقت الحاضر لدى الحكومة الجزائرية، بالنظر لأهميته ليس على الجانب الاجتماعي والاقتصادي فقط، وانما حتى على الجانب الأمني للدولة. ونظرا لاتساع نطاق النشاط الحكومي في الجزائر، هذا الاتساع أصبح يمتد كل يوم إلى أنواع من الخدمات، لاسيما بعد أن انتهجت الدولة الجزائرية سياسة التخطيط والبرامج البعيدة المدى ، ظهر لها أن أداء هذه الخدمات جميعها في كل إقليم من أقاليم الدولة، في حين أن بعضها مرافق أو خدمات ذات طابع وطني قومي، وبعضها الآخر مرافق أو خدمات ذات طابع محلي ، أصبح القيام به على نحو سليم مهمة عسيرة ينوء بها كاهل الدولة، سواء من حيث التنظيم الإداري أو التنظيم المالي. لذلك لجأت إزاء هذا التوسع إلى تطبيق مبدأ تقسيم العمل الذي أصبح ضرورة حتمية لنجاح كل نشاط بشري، سواء كان هذا النشاط فرديا أو حكوميا. وعليه تم تقسيم هذه المرافق إلى مرافق أو خدمات قومية وطنية تتولاها الإدارة المركزية أي الحكومة، ومرافق أو خدمات محلية تتولاها وحدات الجماعات المحلية. And if the municipalities in Algeria are one of the applications of the regional local collectivity system, are they able to advance the facilities, services and demands of the border areas’ communities and develop them economically and socially? What are the most important problems that it encounters in order to perform its mission? Which we will try to study and answer through this intervention
