"تقييــــم دور برامج الاستثمــــارات العمومية في دعـــــــم المؤسسات الصغيرة والمتوسطة في الجزائر خلال الفترة (2001_2019) "

Abstract

" تهدف هذه الدراسة لمناقشة ما هو دور برامج الاستثمارات العمومية على المؤسسات الصغيرة والمتوسطة في الجزائر خلال الفترة (2001_2019)، وذلك محاولة تقييم انعكاسات هذه البرامج على قطاع المؤسسات الصغيرة والمتوسطة في الجزائر. باعتبار هذا القطاع محورا اساسيا ومحركا اقتصاديا فعالا في الاقتصاد الوطني. اعتمدنا في الدراسة على المنهج التحليلي وذلك من خلال استخدام الادوات البحثية وارتكازا على البيانات والاحصائيات الخاصة بجوانب الدراسة، حيث قسمت الدراسة إلى جانب منهجي وجانب تطبيقي الذي تم فيه التحقق من صحة الفرضيات. وقد توصلت الدراسة إلى مجموعة من النتائج ان قطاع المؤسسات الصغيرة والمتوسطة لايزال قطاعا فتيا في طور النمو. ولازال ضعيفا ولم يحتل بعد المكانة المرجوة منه أو التي هو عليها في الاقتصاديات المتطورة والناشئة وحتى النامية، ويرجع هذا إلى عدة قيود مازالت تثبط الاستثمار وتقف أمام تطور ونمو هذه المؤسسات. وقد تبين لنا أيضا لهذه البرامج أثر ايجابي على النمو الاقتصادي والتشغيل في الأجل القصير، حيث تحسن معدل النمو الاقتصادي ومعدل البطالة خلال فترة تطبيق.

"" This study aims to discuss the role of public investment programmes for SMEs in Algeria during the period (2001-2019), in an attempt to assess the implications of these programs on the SME sector in Algeria. This sector is a key hub and an effective economic engine in the national economy. In the study, we relied on the analytical approach through the use of research tools and based on data and statistics on aspects of the study The study was divided into a systematic and applied aspect in which the hypotheses were validated· The study found a set of findings that the SME sector is still a young sector in the process of growth. It is still weak and has not yet occupied its desired position in the developed, emerging and even developing economies, due to several constraints that continue to discourage investment and stand in the way of the development and growth of these institutions. We have also shown a positive impact on economic growth and employment in the short term, as the rate of economic growth and unemployment has improved during the implementation period· "
