Abstract

"هدفت هذه الدراسة إلى إبراز الجهود المبذولة من طرف الدولة من أجل دعم ومرافقة المؤسسات المصغرة والناشئة، وكذا السياسات الحكومية المتتالية من أجل تحسين مناخ الأعمال وتشجيع الفكر المقاولاتي في الوسط الشباني لما له من أثر سواء على المستوى الاقتصادي أو الاجتماعي كتحقيق معدلات نمو مقبولة والمساهمة في تشغيل العمالة والتقليل من البطالة وكذلك تنويع الاقتصاد خارج قطاع المحروقات وخلق الثروة. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي في الجانب النظري ومنهج دراسة الحالة في الجانب التطبيقي الذي كان مخصصا لدراسة تطورات دعم ومرافقة المؤسسات المصغرة عن طريق الوكالة الوطنية لدعم وتنمية المقاولاتية وكالة الوادي للفترة من 2010 إلى 2021. وقد توصلت الدراسة إلى أن هناك جهودا كبيرة من طرف الدولة من أجل الارتقاء بقطاع المؤسسات المصغرة والناشئة لاسيما في مجال الحوافز الجبائية والمالية ولكن يظهر بأن هناك بعض الآليات التي يجب أن يعاد فيها النظر كتنوع أجهزة الدعم وتقاطعها في كثير من الأحيان وكذلك التنوع في طرق التمويل بإضافة التمويل الإسلامي. ""This study aimed to highlight the efforts made by the state to support and accompany small entreprises and startup, as well as successive government policies in order to improve the business climate and encourage entrepreneurial thought because of its impact, whether on the economic or social level, such as achieving acceptable growth rates and contributing to the employment as well as diversifying the economy outside the hydrocarbon sector and creating wealth. The study relied on the descriptive analytical approach in the theoretical aspect and the case study approach in the practical aspect, which was dedicated to studying the developments of supporting and accompanying micro-enterprises through ANADE, Eloued Agency for the period from 2010 to 2021. The study found that there are great efforts from the state to upgrade the sector of startup, especially in the field of fiscal and financial incentives, but it appears that there are some mechanisms that must be reconsidered, such as the diversity of support agency and their intersection in many cases, as well as the diversity in financing methods by adding Islamic Finance.
