مساهمة ترشيد الإنفاق الحكومي في تحقيق التنمية الاقتصادية في الجزائـر. دراسـة تطبيقية للفترة (1990-2014

Abstract

تطور دور الدولة في النشاط الاقتصادي ومعها كافة أدوات السياسة المالية، وانعكس هذا التطور على مفهوم الإنفاق العام إذ أنه الوسيلة التي تستخدمها الدولة في تحقيق أهدافها الاقتصادية.وقد استخدام المنهج الوصفي والأساليب القياسية لمعرفة حجم وهيكلة الإنفاق الحكومي في الجزائر. وخلصت الورقة البحثية إلى مجموعة من النتائج أهمها تزايد الإنفاق الحكومي في الجزائر انعكاسا لتوجه الدولة الاجتماعي،كما تبين أن للإنفاق الحكومي أهمية في توجيه محددات التنمية الاقتصادية في الجزائر.مما يستدعي ترشيد هذا الإنفاق وتوجيهه نحو مجالات تخدم التنمية الشاملة ، والتأكيد على ضرورة التوجه نحو المزيد من الإنفاق على الصحة والتعليم لما لهم من قوة دافعة لتنمية ، مع الاستمرار في بناء قاعدة صلبة من البنية التحتية والمادية والاجتماعية المحفزة للنمو لتحقيق تنمية حقيقة عادلة ومستدامة . Abstract: The evolution of the role of the State in economic activity developed with all the financial and policy instruments reflected the evolution of the concept of public spending as it means used by the State in achieving economic objectives, and may use a descriptive and standard techniques to illustrate the evolution of the size and structure of government expenditure in Algeria. The paper concluded that a group of the most important outcomes of increased government spending in Algeria with capped state social importance of government spending in Algeria in targeting the determinants of economic development, which calls for streamlining this spending towards areas serve the overall development, and emphasize the need to move towards more spending on health and education for their driving force for development, while continuing to build a solid base of infrastructure, material and social drivers of growth for the development of fair and reality Sustainable.
