Abstract
انزلق الاقتصاد الليبي خلال العقد الماضي الى الى حالة من الركود والتضخم وعانى من تفاقم انعدام السيولة النقدية داخل الجهاز المصرفي مع عجز السلطات عن معالجة ايا من هذه القضايا تتناول الورقة بمنهج وصفي كيف ان الاقتصاد الليبي يواجه خللا هيكليا مزمنا متوارث منذ ظهور النفط في اقتصاد بدائي فقير مما شكل معظم العلاقات الاقتصادية على اسس غير سليمة ومخالفة لما يفترض ان تكون عليه لبناء اقتصاد حديث. تتناول الورقة تتيع خلل الهيكل الاقتصادي في العموم والجهاز النتاجي بالذات وكذلك خلل الجهاز المصرفي والتبادل داخل الاقتصاد الليبي وتخلص الورقة الى انه يجدر بالسلطة الاقتصادية العمل على التعامل مع المشاكل المزمنة على محورين: العاجل وهو لتخفيف الضغوطات اليومية على المواطن وطويل الاجل وذلك بهدف اعادة بناء الهيكل الاقتصادي باكلمل لتنويع مصادر خلق الدخول وتجنب مشكلة الريعية وتجاوز مشكلة الركود الاقتصادي في ليبيا
Over the past decade, the Libyan economy has slid into recession and inflation and suffered
from a worsening lack of cash flow within the bank system while the authorities failed to address
any of these issues.
The paper describes how Libyan economy is facing a chronic structural imbalance since the
emergence of oil in such poor primitive economy six decades ago, which has shaped most of the
economic relations on improper bases and contrary to what it is supposed to be in a modern
economy. The paper employs descriptive method to deal with the imbalance of the productive
apparatus in general as well as the imbalance of the banking system and the exchange within the
Libyan economy
The paper concludes that the economic authority should work on two ways simultaneously;
short run by re-assessing the bank system overcome the liquidity problem and the economic
recession in Libya and long-run by re-constructing the whole economy in order to avoid the
rentier problem
