These were the principals’ causes of this ecological unbalance. Facing this problematic, El-Oued city was accommodated by a system of declension as net of assainissement and net of vertical declension. In our study, we were interested to the efficacy of these two institutions to put an end to this phenomenon by following the pisometric level of the phreatic layer and the quality of her water before and after the working of these constructions.
