نحو التوجه إلى اقتصاد ازرق: تجربة الإمارات العربية المتحدة

Abstract

تهدف هذه الورقة البحثية في الإجابة على الإشكالية المطروحة حول أهداف توجه الدول في تطبيق الاقتصاد الأزرق، كما سعت إلى توضيح مبادئ الاقتصاد الأزرق، مخاوف تطبيقه والتحديات المواجهة في ذلك . بالإضافة إلى أن هذه الورقة البحثية أبرزت تجربة الإمارات العربية المتحدة في التوجه إلى الاقتصاد الأزرق، حيث بعد انتهاجها إلى هذا المفهوم حققت نجاحات كبيرة في العديد من المجالات، ويرجع ذلك الى المقومات الطبيعية التي تمتلكها الدولة بشكل عام، وإلى الجهود المبذولة على مستوى التخطيط والتنفيذ لهذا التوجه الجديد بشكل خاص. ولكي يتم تطبيق الاقتصاد الازرق بشكل فعال يقترح تكوين موارد بشرية مؤهلة لتحقيق ذلك، تحسين توافر البيانات المتعلقة بالاقتصاد الأزرق، مع محاولة توفير الأدوات الاقتصادية المكيفة لذلك، دعم الابتكار البيئي والاجتماعي،وتشجيع الاستثمار في الاقتصاد الأزرق. Abstract: This research paper aims to answer the problem raised by the objectives of the orientation of countries to implement the blue economy. It also sought to clarify the principles of the blue economy, the fears of its implementation and the challenges faced. In addition, this paper highlighted the UAE's orientation towards the blue economy, where after following this concept; it has achieved great successes in many areas, due to the natural characteristics that are owned by the state in general and to the efforts made at the level of planning and implementation of this new approach in particular. In order to implement the Blue Economy effectively, it is proposed to create qualified human resources to do so, improve the availability of data on the Blue Economy, in addition to attempt to provide adapted economic instruments, support environmental and social innovation, and encourage investment in the Blue Economy.
