Abstract

ملخص: أنشأت منظمة الأمم المتحدة في أعقاب مؤتمر سان فرانسيسكو سنة 1945، أين وضع ميثاقها الذي يتناول: أهدافها، ومبادئها، و أهم أجهزتها، وبالرغم من أنها تعتبر خطوة مهمة في مجال التنظيم الدولي، وذلك لقدرتها تكييف نفسها مع التطورات الجديدة، والاستجابة بصورة تلقائية للمشكلات العديدة التي يواجهها العالم، وبالرغم من أنها حققت انجازات نسبية في مجال التعاون الاقتصادي والاجتماعي، إلا أنها لم تحقق ذلك في مجال الأمن الجماعي، ووقفت في بعض النزاعات موقفا عاجزا، وهذا لعيوب في ميثاقها، مما يستدعي الأمر إصلاح وتعديل بعض نصوص هذا الميثاق. Abstract: The United Nations Organization was established in the aftermath of the San Francisco Conference in 1945, where the charter stating its objectives, principles and organs was signed. The creation of this organization was a vital measure for the international organization and welfare because of its flexibility and ability to adapt itself to changing events and to respond spontaneously to the various challenges confronting the world. However, and despite the achievements it made with regard to economic and social cooperation, UNO has been unable to maintain collective security, and failed in setting many international disputes. This is referred to many original defects in its charter, which calls now for revisiting and amendment.
