السياسة الأمنية الجزائرية لمواجهة فيروس كورونا المستجد

Abstract

تهدف إستراتيجية الأمن الصحي ليس لحماية الفرد فقط وإنما تعزيز وتقوية أمن الدولة بواسطة الأفراد الذين يملكون صحة جيدة، وبما أن أمن الإنسان وأمن الدولة وجهان لعملة واحدة. والأمن الصحي والأمن الإنساني كذلك وجهان لعملة واحدة، فالبتالي تصبح المعادلة واضحة الأمن الصحي للإنسان وأمن الدولة وجهان لعملة واحدة . فالأمن الصحي في ظل الأوضاع الراهنة شرط ضروري وأساسي للوصول الى الأمن القومي للدولة. ويمكن القول إن بعض التغيرات التي فرضها انتشار فيروس كورونا المستجد، مثل الاعتماد الكبير والمفاجئ على التكنولوجيا الرقمية في إدارة مؤسسات الدولة الحيوية والأمنية وتبنّي آليات مبتكرة في إدارة الملف الأمني، هي تغيرات طارئة سوف تتلاشى مع انحسار خطر الوباء على الصحة العامة. وفي المقابل، من المرجح أن يترك الوباء آثارًا دائمة في مفاهيم الأمن وأولوياته على المستوى الوطني والإقليمي والدولي. لقد كشف وباء فيروس كورونا العديد من الثغرات في أنظمة وقطاعات الأمن والبنى التحتية الحيوية في العديد من دول العالم وخاصة الجزائر. وفي المقابل، وضع وباء فيروس كورونا أنظمة الحكم المختلفة، الديمقراطية والشمولية على حد سواء، أمام تحدي المحافظة على أمن الدولة والصحة العامة والاقتصاد مقابل حماية الحريات، خصوصًا في الأنظمة الليبرالية الديمقراطية The health security strategy aims not only to protect the individual, but also to strengthen and strengthen the security of the state through individuals who have good health, since human security and state security are two sides of the same coin. In turn, the pandemic is likely to leave lasting traces on security perceptions and priorities at the national, regional and international levels. The Corona virus epidemic has exposed many gaps in the security systems and sectors and vital infrastructure in many countries of the world, especially Algeria. On the other hand, the Corona virus epidemic has placed the various regimes, both democratic and totalitarian, in front of the challenge of maintaining state security, public health and the economy in exchange for protecting freedoms, especially in liberal democratic regimes.
