Abstract

"ملخص : دخلت مجموعة من العوامل والمتغيرات في معادلة تشكيل وتكوين مفهوم الأمن والإستراتيجية في إسرائيل 1- بحيث يقف على رأسها المساحة المحدودة وقلة السكان, وعقدة التاريخ والعقيدة التوراتية والفكرة الصهيونية المتعصبة للذات المتصفة بالشوفينية, فضلاً عن دور الجيش والمؤسسات العسكرية والإستخبارية, ليس فقط في الشؤون العسكرية والإستراتيجية والأمنية, وإنما أيضا تدخلاتها وامتداداتها في الحلبة السياسية. 2- إلا أن المحيط العربي, الممتد من المحيط إلى الخليج, والعوامل الجيوبوليتيكية تعد الأهم والأخطر عند الآباء المؤسسين في إسرائيل ولخبراء ودعاة الأمن ومفكري الشؤون العسكرية, إذ أن العوامل الجغرافية والمساحة الضيقة تركت إسرائيل في خوف دائم وصل إلى درجة الهلع مقابل الامتداد الجغرافي السكاني للعرب, حيث أن الفلسطينيين جزء منهم. 3- اعتمدت إسرائيل تاريخياً, ومنذ نشأتها بفعل قرار أممي في عام 1947, إلى صياغة أطروحات نظرية أمنية وإستراتيجية لتكون مفاتيح لصناعة أمنها وإستراتيجيتها العسكرية, وقد نمت هذه المفاهيم النظرية من خلال عملية تحالفيه وتفاعلية ضمت جنرالات الجيش ومراكز الأبحاث والدوائر الإستراتيجية في الجامعات الإسرائيلية, إضافة إلى أدوار النخب والقيادات السياسية والحزبية التي شاركت بشكل مباشر أو غير مباشر في صياغة أولويات نظرية الأمن والتعاطي الاستراتيجي مع الفلسطينيين , ومع المحيط العربي. وبالرغم من أن بعض الحروب التي خاضتها إسرائيل مع العرب مثل حرب 1973 و 1982 و 2006 قد أطاحت بالعديد من السياسيين والعسكريين نتيجة للإخفاقات والنكسات الإسرائيلية الإستراتيجية والأمنية, إلا أن خبراء الأمن من منظرين وعسكريين وعملياتيين قاموا بعمل مراجعات نقدية على نطاق واسع لتحسين الأداء العسكري والأمني, وآثار وتداعيات ذلك سياسياً.
