المسؤولية السياسية والجنائية للوزير الأول في النظام السياسي الجزائري

Abstract

تعتبر المسؤولية السياسية مبدأ وركن أساسي في الأنظمة السياسية المعاصرة، وهذا لتحقيق مبدأ التوازن بين السلطة التنفيذية والتشريعية، والجزائر كسائر الدول تنص على مساءلة الوزير الأول سياسياً وجنائياً بشأن أعمال يرتكبها الوزير أثناء أو بصدد تأدية أعمال وظيفته، ويتعرض الوزير بصفته الوظيفية للمسؤولية المزدوجة أمام كل من رئيس الجمهورية والبرلمان، والجنائية أمام المحكمة العليا كما نص أخر تعديل دستوري لعام2016. Political responsibility is a fundamental principle in contemporary political systems. It helps achieving the principle of balance between executive and legislative power. Algeria, like all other countries, provides for the political and criminal accountability of the Prime Minister for acts he/she committed during his/her mandate. The Prime Minister is e exposed to be questioned by President of the Republic and Parliament, and criminal the Supreme Court as stipulated in the last constitutional 2016 amendment.
