سبل تفعيل الموارد المالية لميزانيات البلديات في الجزائر - ما بعد الأزمة الاقتصادية 2014 -

Abstract

"الملخص : تحتل البلدية مكانة هامة في حياة المواطن والدولة معاً، فهي زيادة على كونها، وجهاً من وجوه اللامركزية، تُمثل أداة أساسية لممارسة السلطة الشعبية بمشاركتها المباشرة في إعداد البرامج التنموية ومتابعة تنفيذها، و السهر على تلبية حاجيات مواطنيها على المستوى المحلي من خلال الاستفادة من الاستقلالية الإدارية و المالية الممنوحة لها من طرف الدولة، وانطلاقاً من المهام والصلاحيات التي أسندت لها، فإن ذلك يتطلب توفُرها على موارد مالية كبيرة ، حيث لا يمكن أن تحقق البلديات أهدافها ومختلف المهام المنوطة بها ، دون أن تكون لها موارد مالية لتغطية مختلف نفقاتها ، و يحدث بان تتعرض ميزانيات البلديات في اغلب الأحيان إلى حالات عجز مالي و عدم القدرة على الوفاء بديونها ، لذلك تأتي هذه المذكرة لتوضح بأن مشكل العجز المالي قد لا يرتبط بعدم الكفاءة في التسيير بشكل مباشر ، و إنما قد يكون مرده إلى ضعف في الإمكانيات و الموارد المالية للبلديات بدرجة اكبر ، و العمل على معالجة هاته الاختلالات والمشاكل المالية التي تُعاني منها، وتوضيح الآليات ( المالية والتنظيمية) الكفيلة بتفعيل هذه الموارد وتثمينها . الكلمات المفتاحیة : البلدية ، ميزانية البلدية ، العجز المالي ، التمویل المالي .
