دور سياسة الحوافز في استقطاب الاستثمار الأجنبي- تجربة كوريا الجنوبية-

Abstract

يهدف هذا البحث إلى تسليط الضوء على أهمية ودور الحوافز المالية والضريبية في تشجيع الاستثمارات الأجنبية، كأحد العوامل الأساسية التي أصبحت مختلف دول العالم المتقدم منها والنامي تعتمد عليه كمحرك للنمو والتنمية الاقتصادية، من خلال تقديم التسهيلات والامتيازات والإعفاءات المالية والضريبية، الأمر الذي أدى إلى حدوث طفرة في حجم الاستثمارات بين مختلف دول العام، حيث وصل إلى أكثر من 2.3 تريليون دولار نهاية عام 2016، كما يعد استقطاب الاستثمار الأجنبي احد المؤشرات الدالة على دينامكية ومتانة هذا الاقتصاد، ومن النماذج الناجحة في هذا الصدد التجربة الكورية الجنوبية التي استطاعت أن تحقق قفزات اقتصادية هائلة خلال عقود من الزمن، أخرجتها من التخلف الاقتصادي إلى احد الاقتصاديات التي يضرب بها المثل في النجاح التنموي خلال النصف الثاني من القرن العشرين، والذي اعتمد بشكل كبير منه على استقطاب الاستثمارات الأجنبية كعامل أساسي لهذا النجاح. Abstract: This research aims to highlight the importance and role of financial incentives in encouraging foreign investments as one of the main factors that the various countries of the developed and developing world have become dependent on as the engine of growth and economic development through the provision of facilities and privileges and financial and tax exemptions.
