Abstract

السياسة المالية وفعاليتها في الحد من ظاهرة الفقر (دراسة تحليلية لحالة الجزائر للفترة 1986-2018م) يعتبر الفقر مشكلة عالمية وظاهرة إجتماعية ذات إمتدادات إقتصادية وإنعكاسات سياسية متعددة الأبعاد والأشكال، إذ تعاني منه معظم دول العالم وخاصة الدول النامية التي لا تزال غير قادرة على التخلص من هذه المشكلة، فهي ظاهرة موجودة بين شرائح المجتمع السكاني في مختلف دول العالم لكنها تتفاوت في حجم هذه الظاهرة من دولة إلى أخرى، كما أن طرق مكافحتها والحد من إنتشارها بإستخدام البرامج والآليات والسياسات يختلف بإختلاف تقدم هذه الدول، لذلك يجب على الدولة أن تقوم بوضع السياسة الإقتصادية الكلية المناسبة والتي تضع من مبادئها القضاء على الفقر ومن خلال أحسن أدوات السياسة الإقتصادية الكلية وأكثرها فعالية، والجزائر من خلال إتباعها لمجموعة من الإجراءات للحد من توسع الفقر المنتشر في المجتمع والمتعلقة بالسياسة المالية، إلا أن هذه الإجراءات قد تحقق أهدافها الجزئية في مواجهة الفقر على المدى المتوسط، أما القضاء عليه على المدى البعيد فلن يتم إلا بتهيئة ظروف الإنعاش الإقتصادي لتحقيق النمو المستهدف، لذلك لابد من صياغة سياسة إقتصادية كلية جديدة تساهم في مكافحة الفقر.Poverty is a global problem and a social phenomenon with economic extensions and multi-dimensional political implications, as most countries of the world suffer from it, especially developing countries, which are still unable to get rid of this problem. It is a phenomenon that exists among segments of the population in different countries of the world, but it varies in size. This phenomenon varies from one country to another, just as the methods of combating it and limiting its spread using programs, mechanisms and policies differ according to the progress of these countries. Therefore, the state must develop an appropriate macroeconomic policy that sets out its principles to eliminate poverty and through the best and most of the best macroeconomic policy tools. Algeria is effective, by following a set of measures to reduce the expansion of poverty in society and related to the fiscal policy. However, these measures may achieve their partial objectives in facing poverty in the medium term, while eliminating it in the long term will only be achieved by creating conditions for economic recovery to achieve growth Therefore, it is necessary to formulate a new macroeconomic policy that contributes to combating poverty.
